FOR NEW EQUIPMENT TRAINING (NET) DUE 051299 POC

Biological Chemical Command's -- Natick Soldier Center (USASBCCOM-NSC),
on behalf of the United States Marine Corps, proposes to enter into a
sole-source purchase order with Marcus Tieber, of Woodbridge, Virginia
for twelve (12) months of specific unique support services related to
new equipment training of various Marine Corps units throughout the
Fleet Marine Force (FMF). The scope of the subject action is the
planning, development, and execution of New Equipment Training (NET)
and new equipment fielding management plans, focused on the application
of Precision Logistic practices/processes as they relate to NET and
fielding, as well as materiel support and life cycle management of
combat support logistic equipment and systems. Specifically covered
under this effort is the logistics/training planning and actual
training associated with the MOLLE Load Carrying System and INTERCEPTOR
Body Armor. This effort necessitates contracting with a
uniquely-qualified individual for the following reasons: the individual
performing this effort must be available at a moment's notice to travel
to any location around the world and must be flexible to allow for
last-minute changes in travel and training plans; the Marine Corps'
requirements for fielding (and training) of the new equipment begins in
the July 1999 timeframe; requires unique familiarity with the specific
equipment and the needs of the Marine Corps; requires unique
familiarity with Marine Corps training approaches; and requires unique
familiarity with the environments in which the equipment will be used.
Further, the equipment for which the training is envisioned is not
otherwise available to contractors and therefore only a contractor who
is a former Marine (recently disembarked) would have the understanding
of Marine Corps small unit training doctrine at a level that would
allow for successful performance of the aforementioned effort. In
addition, the requirement necessitates unique, direct knowledge of the
small unit fighting environments in which the new equipment is to be
used. This effort is for twelve (12) months only, and is not currently
envisioned to require any extensions to this period of performance. No
solicitation currently exists. All responses received within fifteen
(15) days after publication of this notice will be considered.
