DESCRIPTION: This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in Federal Acquisition
Regulation (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for quotations (RFQ). This procurement is restricted to Small
Business only. This solicitation document, incorporated provisions and
clauses are those in accordance with Federal Acquisition Circular
97-11 and Standard Industrial Classification code 7515. Term of lease
shall be one year with one option period of six months. Vehicles shall
be no older than 18 months and have no more than 20,000 miles on the
odometer. Vehicle types equipped per specifications listed below and
quantities as identified below. Vehicles shall have a mileage
limitation of no less than 15,000 per year, and 7,500 miles during the
option period of six months and shall be stated as such in the
contract. Vehicles presented by the contractor for lease shall be
agreed upon by a representative from the 37th Transportation Squadron
prior to acceptance of vehicles for lease. Roadside emergency service
included in the full service lease must be executed throughout the
continental United States regardless of the specific type of equipment
failure and it must be executed immediately with no waiting period to
exceed one hour after contractor is notified of an emergency.
Contractor shall supply a substitute vehicle included in the full
service lease when a vehicle is being repaired by the contractor's
maintenance facility if vehicle can not be repaired and placed back in
service within the same day. All modifications to include required
accessories shall not be done on Lackland AFB. Contractor will be
allowed on Lackland AFB for initial delivery and for the purpose of
towing leased vehicles to their own designated facility for repair, if
necessary. Contractor shall deliver vehicles as specified in appendix
a to the 37th Transportation Squadron, 2130 Gary Ave, Lackland AFB,
78236, not later than 45 days after receiving award of contract. The
contract manager or alternate(s) shall have full authority to act for
the contractor on all contract matters relating to daily operation of
this contract. The contract manager or alternate(s) shall be available
during normal duty hours, 7:30a.m. to 4:30p.m., within one hour to
meet in person or by telephone with government personnel to discuss
problem areas. After normal duty hours the manager or designated
alternate shall be available by either phone, beeper or cellular phone
for emergencies. Contractor shall assume full responsibility for
vehicles while in transit to repair facilities when being operated, or
otherwise transported, by contractor personnel, or when operated by
personnel in the employment of repair facility designated by contractor
and while in possession of such facility. Contractor shall provide
towing service for disabled vehicles caused by breakdown covered under
warranty. Contractor shall respond within one hour of request to
provide towing service. Contractor shall reimburse the government if
breakdown occurs on base and it is deemed necessary by emergency
personnel to be causing a hazard and must be moved immediately and time
limitations do not warrant contacting the contractor or designated
facility. If government is required to move vehicle in such cases, it
will transported to the 37th Transportation Compound, 2130 Gary Ave,
Lackland AFB, 78236. Contractor shall be responsible for the movement
of the vehicle from that location to a designated facility. Contractor
shall provide full coverage "bumper to bumper" warranty on vehicles
for the entire length of the contract including options. Maintenance
shall be performed by manufacturer authorized representatives and will
be in concurrence with the highest industry standards. Contractor
shall make every effort to resolve cases in which repetitive breakage
occurs on a vehicle, which keeps the vehicle out of commission by
assisting in the correction of the discrepancy. A permanent replacement
vehicle will be provided to the government at no additional cost to the
government, if the discrepancy is not corrected by the third attempt.
Government will provide government license plates, which will be used
to identify the vehicles as, operated by the United States Air Force
for official use only. Vehicles will be identified by a registration
number established locally. Government will be self-insured for
vehicles leased under contract. Government shall perform preventive
maintenance and non-warranty related maintenance, caused by normal wear
and tear, on vehicles as prescribed in applicable owners or maintenance
manuals. Government will be responsible for fuel, oil, and lubricants
required to operate or maintain vehicles as prescribed in owner's
manual when such items are not covered under warranty. Government will
provide towing service for disabled vehicles caused by incident,
accident or breakdown, which is not covered under warranty. Item 1:
Sedan, compact 4 door, dedicated CNG or CNG/Unleaded BI-fuel, 4
cylinder or larger, automatic transmission, air conditioning; vehicle
types qualifying as compact: Chrysler: Breeze, Cirrus, Stratus; Ford:
Contour, Mystique; GM: Malibu, Cutlass, Grand Am, Alero. Item 2:
Station Wagon, compact 4 door, dedicated CNG or CNG/Unleaded BI-fuel,
4 cylinder or larger, automatic transmission, air conditioning; vehicle
types qualifying as compact: Ford: Sable, Taurus. Item 3: Pickup Truck,
full size 4X2, dedicated CNG or CNG/Unleaded BI-fuel, automatic
transmission, air conditioning, bed liner or rhino liner. Item 4:
Pickup Truck, compact, dedicated CNG or CNG/Unleaded BI-fuel, 14 Ton
4x2, automatic transmission, air conditioning, bed liner or rhino
liner. Item 5: Van, full size, 9 passenger 4X2, dedicated CNG or
CNG/Unleaded BI-fuel, automatic transmission, air conditioning. Item 6:
Van, full size, 15 passenger 4X2, dedicated CNG or CNG/Unleaded
BI-fuel, automatic transmission, air conditioning. Item 7: Truck, 6
passenger crew, cab 4 door 4x2, dedicated CNG or CNG/Unleaded or diesel
BI-fuel, automatic transmission, air conditioning. Item 8: Truck,
extended cab 4x4, heavy duty diesel engine, heavy duty suspension,
automatic transmission, air conditioning, cruise control; Note: Vehicle
must be capable of towing a 5000lb trailer throughout the United
States. Vehicles identified below are the types and quantities for
lease in fiscal year 1999. This list does not include types and
quantities to be leased in fiscal year 2000 and beyond. Quantities,
makes, models, and specifications to include accessories will be agreed
upon by a representative from the 37th Transportation Squadron prior to
