PROGRAM SUPPORT CENTER, mtrotter@psc.gov. The Program Support Center,
Department of Health and Human Services, has a requirement for the
Stabilization of the Center Building, St. Elizabeth's Hospital,
Washington, D.C. This project consists of the following general work:
Architectural Items -- general demolition; salvage item for Government
turnover; masonry repointing, rebuilding, and cleaning; roof, gutter
and downspout repair; boarding existing windows; room enclosures;
carpentry; architectural louvers with bird screens; painting; and
architectural signs. Structural Items -- shore floor joists; replace
flooring and subfloor; and masonry reconstruction. Mechanical Items --
isolate and cap utilities; drain water lines; heat trace piping;
replace attic fans; remove plumbing fixtures; and convert conventional
wet pipe sprinkler system to an antifreeze solution system. Electrical
Items -- provide electrical panels; replace light fixtures and
switches; install smoke detectors and connect to existing detection
panel and annuciator; and connect heat trace piping. Hazardous
Materials Handling Items -- asbestos abatement and lead paint removal.
The estimated cost range is $500,000 to $1,000,000. The estimated
period of performance is 180 calendar days. Award will be made on a
firm fixed price basis to a qualifying SIC Code 1542 (FAR Part 19)
Small Business firm. The IFB, plans, and specifications (Bid Documents)
will be available on or about May 27, 1999. There is a non-refundable
charge of $35.00, for each set of Bid Documents. Payment by check or
money order payable to the U.S. Treasury Department must be made at
time of Bid Documents pick up. Cash will not be accepted. Bidders must
provide verification of company name, address, phone and fax number
upon receipt of Bid Documents. A site visit will be mandatory due to
the deteriorating condition of the exisiting building. Site visit and
bid date will be stated in the IFB. Questions related to this project
can be submitted to the Contract Specialist after Bid Documents
issuance. Questions must be submited in writing on a Solicitation
Clarification Request Form, an enclosure to the IFB. See Numbered Note
