PRESOLICITATION NOTICE -- The contractor is to provide all labor, approved materials, equipment, transportation, and supervision necessary to perform the removal or encapsulation of existing asbestos containing materials and the installation of non-asbestos pipe and equipment insulation and any incidental related work complete and ready for use. Contract minimum is $5,000.00 with an estimated range of more than $10,000,000.00. Contract term is for a base with four options, and a provision for the option to extend services. This requirement is being solicited as unrestricted and there will be no provisions for small disadvantaged preference. Award of this contract is under FAR 52.216-27, SINGLE OR MULTIPLE AWARDS (OCT 1995), which means that the Government may elect to award a single contract or multiple contracts. Large business concerns considered for award are required to submit a subcontracting plan. In accordance with FAR 5.102(a)(7), availability of this solicitation will be limited to the electronic medium; solicitation will be available for viewing and downloading, free of charge, via http://www.efdsw.navfac.navy.mil/pages/ebsroot.
