legg.frances@epa.gov. The U.S. Environmental Protection Agency (USEPA)
is seeking qualified 8(a) sources for on-site operations and
maintenance (O&M) of the Atlantic Ecology Division-Narragansett
Laboratory located at 27 Tarzwell Drive, Narragansett, RI 02882-1154.
To be eligible for consideration firms are required to provide (1)
written certification/verification of current participation in the 8(a)
program; and (2) written certification/verification of compliance with
8(a) competitive mix requirements verified by the appropriate
assistant director for minority enterprise development of the cognizant
district offices. The Atlantic Ecology Division site consists of a main
lab building and several support buildings totaling approximately
68,600 gross square feet of space. O&M functions include performing
scheduled and unscheduled maintenance and repairs on a 24-hour a day,
every day of the year basis; operating and maintaining the lab physical
plant, providing preventative maintenance, developing and executing
operation plans and procedures and schedules of maintenance for all
building equipment and systems; participating in Emergency Action and
Evacuation Plan; establishing and implementing a hot works (welding,
cutting and brazing) permit system; utilizing two computerized systems
to assist with operations control and maintenance work planned;
operating and maintaining all piping, valves, connections, filtration
systems, motors, pumps, troughs, heat exchanges, return trenches,
discharges and monitoring sensors and alarms associated with the
laboratory seawater system. The USEPA anticipates awarding a firm-fixed
priced, performance-based contract with a base year (beginning October
1, 1999) and four single year option periods (continuing through
September 30, 2004 if all options are exercised.) The associated
Standard Industrial Code (SIC) is 8744 with a size standard of
$5,000,000 in annual receipts (annual average gross revenue of the
concern taken for the last 3 fiscal years). This procurement will not
be made underFAR Part 12 provisions. It is estimated that the
solicitation will be issued on or about May 14, 1999. Proposals will be
due 30 days after the RFP issuance date. A pre-proposal conference
on-site at USEPA's Narragansett, RI, lab is scheduled for 9:00 a.m.
5/26/99. This acquisition represents a follow-on to contract 68C40078
with Lopez Contracting. The solicitation and amendments will only be
