intends to procure, under full and open competition, 0.50 Caliber
Armor-Piercing Ammunition capable of being used in the M2HB and XM218
machine guns. The requirement is for a basic quantity of 800,000/ea
rounds with two options of 500,000/ea. The required delivery for the
basic will be 90 days after the effective date of the contract. The
options will require deliveries commencing 90 days after date of option
exercise or 30 days after the last scheduled delivery whichever is
later. The ammunition must be capable of withstanding submersion to one
inch of water over the cartridge for 24 hours with no more than 50
ft/sec deviation for the average velocity. The ammunition must be
capable of penetrating a metal plate array representative of a typical
small boat threat at 400 yards at 0 obliquity with a goal of
penetration at 1,200 yards at 0 obliquity. The projectile should be
environmentally safe in that there is no depleted uranium. The
elimination of lead is desired. The ammunition will berequired to meet
standard US Army .50 caliber cartridge characteristics (i.e. chamber
pressure, primer sensitivity, action time, case integrity, etc.). The
ammunition must match the exterior ballistics of the MK211 Semi-Armor
piercing, high explosive incendiary (SAPHEI) cartridge to a range of
1,200 yards. The MK211's exterior ballistics can be summarized by its
time of flight (TOF) in seconds and its average drop in elevation in
inches at: 300 yards -- TOF 0.34 seconds and 20.6" of drop; 600 yards
-- TOF 0.72 seconds and 91.8" of drop; 900 yards -- TOF 1.18 seconds
and 231.7" of drop; 1,200 yards -- TOF 1.71 seconds and 465.9" of drop.
The ammunition must also have a dispersion which is 12 inches mean
radius or less at a horizontal range of 600 yards. The muzzle flash
intensity of the ammunition must be compatible with GEN II and GEN III
Night Vision Devices (NVD). The muzzle flash from the rounds cannot
cause excess "blooming", a phenomenon where an operator/observer's
ability to see through NVD is impaired due to flash. The ammunition
must be suitable for naval applications and meet safety requirements
needed for U.S. Navy Weapon System Explosives Safety Review Board
(WSERB) certification. It is contemplated that the contract will be
issued on a FOB Destination basis. The delivery point is Lake City Army
Ammunition Plant, Independence, MO. The options will cover the
Government's requirements for two years from the date of contract
award. The solicitation will require delivery of 300/ea full up rounds
and 100/ea projectiles product samples by the closing date of the
proposal. The product samples must meet all the specification
requirements and be production representative units, that is be
equivalent to contractual deliverables under any resultant contractual
action. Numbered Note 26 applies. All responsible sources may submit
