The Air Armament Center WGK anticipates award of a firm fixed price
(FFP) and time-and-material (T&M), sole source contract for
AGM-130/GBU-15 support. Specifically, this effort covers Advanced
Support Equipment (production of approx 2 Guidance Components Test Sets
(GCTS) units with an option for an additional 1 to 5 units) to include
warranty, and Contractor Logistics Support. It is anticipated that
Marconi Integrated Systems Inc, P.O. Box 509009, San Diego, CA
92150-9009 will perform the effort. The ASE provides the Tactical Air
Forces with a highly dependable means of determining the operational
status of the assembled AGM-130/GBU-15 weapons, the capability to test
weapon modules in a stand alone configuration, greater reliability and
portability than the AN/GJM-55 version. No Government technical data or
drawings or Government furnished equipment is available for this
procurement. All responsible sources may submit a statement of
capability in accordance with Notes 22 and 23, which will be
considered. Responses to this synopsis should also address the
following areas: a. Technical knowledge of the AGM-130/GBU-15 weapon
system sufficient to reliably produce AGM-130/GBU-15 support equipment
& to provide contractor logistics support and b. access to
manufacturing facilities and overall capability to produce the
production units. Interested parties must submit a written statement of
capability to the contracting office no later than 15 days from the
publication of this announcement. This is not a request for proposal
and is not to be construed to be a commitment by the government.
Interested sources should contact Ms. Judy Bruscino, Contract
Specialist at 102 West D Ave., Suite 300, Eglin AFB, FL 32542-6807,
phone (850) 882-8515 x2112 or fax (850) 882-5243 (must call to confirm
receipt), or Ms Stacey Hughes, Contracting Officer at (850) 882-8515
x2131. Collect calls will not be accepted. An ombudsman has been
appointed to address concerns from offers or potential offerors during
the proposal development phase of this acquisition. The Ombudsman does
not diminish the authority of the program director or contracting
officer, but communicates contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals. The Ombudsman is Col. Christopher Caravello,
