This is a request for proposal. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-8. Standard Industrial Classification (SIC) Code applicable to this acquisition is 3679. The size standard is 500. The U.S Army Special Operations Command intends to issue a Firm Fixed Price contract for the overhaul of twenty two (22) M/R Dampers (P/N: 369D21400-503) to the Lord Corporation. Delivery is estimated to be May 1999. The intended source Lord Corporation, 1635 W. 12th St., Erie, PA 16514. Lord Corporation possesses engineering expertise and technical data to provide M/R Dampers (P/N: 369D21400-503) to the Government. The M/R Dampers (P/N: 369D21400-503) are commercial items. Commercial procedures are applicable at FAR Parts 12 and 13.6. The Government does not own technical data for M/R Dampers (P/N: 369D21400-503). Lord Corporation owns all design rights and is the only known manufacturer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed contract for M/R Dampers (P/N: 369D21400-503) are based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
