This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the Federal Acquisition Regulation (FAR) Part 12, FAC 97-10, as supplemented with the additional information included in this notice. This announcement consistitutes the only solicitation. Bidders are required to submit the documentation required in FAR Part 12, current to FAC 97-10, including those required by the clauses identified in FAR Part 12. Failure to submit the required information will deem the bidder unresponsive. The description of the Snow Blower is as follows: CLIN 0001: Self contained, primary use, high speed, high capacity, front discharge snow blower. Heavy duty design with a demonstrated minimum capacity capable of blowing 4,000 tons per hour of snow. Current year production model (not used or remanufactured), primary use blower. All wheel drive, independent rear steer w/minimum of 500hp engine. Demonstrated capacity of 4,000 per hour at the design altitude of 5,000 feet above sea level. Forward speed of at least 35 mph on dry pavement and up to 4 percent grade with a speed of at least 25 mph. Must be able to perform normal operations at an ambient temperature of 10 degrees F. Left-hand steering w/operational controls requiring only one operator. All controls within sight and reach of operators' position. Of 2 stage design: one right and one left helical ribbon type cutter reels and a snow casting impeller housing capable of rotating left or right. Carrier chassis shall be all wheel drive, cab forward, front discharge type, specifically designed for rotary snow blowing operation. Must include a warranty of no less than 1 year on the following: carrier/blower, engine, transmission (automatic), drive axels, hydraulic system, transfer case, cutter head differential, casting impeller gearbox. Blower shall be equiped with the following: minimum 500hp Diesel engine, 110 VAC immersion type block heater, plug in through skirt starter interlock, hydraulic tank heater, load control, all heated glass, door wiper, right side, drivers' side heater, single tire casters, rear window and door glass defroster system, four wheel-independent rear steering, pre-wire for radio, rear work light, front wipers with independent motors, twelve feet cutter bars, mushroom skid pads, coolant recovery system, one piece rubber deflector flap, heavy duty side plates on cutter head. CLIN 0002 (OPTION): Cutter drum shear pin indicator. CLIN 0003 (OPTION): Two additional high mount stop lights. CLIN 0004 (OPTION): Fire extinguishers. CLIN 0005 (OPTION): Open end cutter drums. CLIN 0006 (OPTION): Tire chains (one set). CLIN 0007 (OPTION): Tow chains (One). CLIN 0008 (OPTION) Tool box in side skirt. CLIN 0009 (OPTION): Delivery included (i.e., FOB Destination pricing). This solicitation is for replacement equipment and all bids must include a trade-in allowance for the following piece of equipment: Rotary Snow Plow, Kodiak Model Number CR3000, 1995, Serial Number 495-2074, condition: good. A minimum of $110,000.00 must be offered for the trade-in. Pick-up of the Kodiakwill be the responsibility of the successful bidder. Bids must include manufacturer's literature and references using the same type of equipment. Required Delivery Date is November 30, 1999.
