tobinb@spawar.navy.mil. This is a POTENTIAL SOURCES SOUGHT
ANNOUNCEMENT. The Space and Naval Warfare Systems Center, Charleston
(SSC-CH), Information Warfare Protect Systems, Engineering Division,
Acquisition and Life Cycle Support Branch (Code 721KS), is seeking
sources for the manufacture of KOV-17 cryptographic replacement
modules. The KOV-17 is a receive-only cryptographic VMEbus card for use
in the Submarine VLF/LF VMEbus Receiver (SLVR). The KOV-17 replaces the
KG-38 cryptographic units now used on submarines. KOV-17 is packaged as
a single slot width, double-height, 6U VME card which provides
interfaces for power, key loading, remote operation and a front panel.
The KOV-17 provides key stream to the correlation and decryption
functions of the SLVR system. The KOV-17 was developed by the Naval
Research Laboratory (NRL) and will be certified by National Security
Agency (NSA) April 1999. It consists of a front panel assembly, an
8-layer VME board, an on-board battery, a Red Host card, and the E-HLU
Programmable Embedded INFOSEC Product (PEIP) Core. Bidders must be NSA
COMSEC certified manufacturers. The contractor will be provided with a
Gerber file, assembly drawings, bill of materials, basic operating
software and any available Vendor Identification Drawings. These items
will be available for viewing at SSC Charleston, SC building 3113 till
the closing date established in the RFQ, between the hours of 8 Am and
4 PM Monday through Friday. To set up an appointment contact Kenneth

required to have access and view these materials. The contract will
require delivery of the four first article units within 4 months after
contract award the remainder of the 256 cards are to be delivered at
a rate determined in the contract. The RFP is projected to be issued on
or about 12 May 1999 with contract award on or about 24 June 1999.
Normal Commercial Warranty will be sufficient. KOV-17 must be built by
a NSA COMSEC certified manufacturer. Companies interested in receiving

the SSC-CH address above, ATTN: Code 1117BT, or by E-mail to
tobinb@spawar.navy.mil. Please include in submittal the number of
Government contracts that your company has been involved with in the
last three years and three references for schedule and contract
adherence. This request will be open through 06 May 1999. This action
has no relationship to any other SSC-CH synopsis. THIS SYNOPSIS IS FOR
INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A
COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT
FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING
INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP
INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS
OF THE EVALUATION. It is SSC-CH's preference that proprietary or
company-private information not be provided in your response to this
RFI. However, if such information is provided, it should be clearly
marked along with any restriction on its use. Any questions regarding
