Affairs, National Acquisition Center intends to negotiate indefinite
delivery/requirements contracts for the distribution of a wide range of
medical/surgical products and related services for delivery to 59 VA
facilities located in Veterans Integrated Service Networks (VISNs) 1-4,
9, 12, 19, and VA medical centers in Minneapolis, Minnesota and Fargo,
North Dakota. Source-selection procedures will be used, and award will
be based on price and non-priced factors. Oral presentations in lieu of
written technical proposals will be required of offerors. Offerors will
be required to describe or explain such functions as distribution and
logistics management; price accuracy and MIS systems; implementation of
prime vendor program; and small disadvantaged business participation.
Contracts will cover a base year plus 4 one year options. Contractors
shall be required to manage and deliver an extensive line of
medical/surgical products to customers within 24 hours after receipt of
order; maintain a 95% fill-rate for the base year with a gradual
increase to 98% by the fourth option year; be EDI capable; have the
ability to deliver in bulk and in low unit of measure; provide various
management reports that reflect performance and customer service
indicators; and, provide proprietary software and necessary training.
Award for VISN 12 may be made to firms certified under the 8(a) program
or to small businesses if offers are received from two or more
certified 8(a) or small business concerns, and it is determined the
concerns meet the requirements of the solicitation. Contract period is
planned to begin November 1, 1999, with a 90-day contract
implementation. It is anticipated the solicitation will be issued on or
about May 10, 1999 with a due date 30 days later. Copies of the
