issue a Request for Quotation (RFQ) for one (1) each micon field
spectrometer; one (1) each upgrade for TE-cooling; one (1) each 1 deg.
NIR/FR FOV Lens Foreoptic; and one (1) each 18 deg Field-of-View Tube.
The spectral range of the spectrometer is 350 -- 2500 nm; sensors --
one 512 element photo diode array and two thermoelectrically cooled,
'graded index', extended range InGaAs photodiodes; sensor linearity
should be +/-1%; Dispersion elecments: one fixed and two fast scanning
holographic reflective gratings; sampling interval: 1.4 nm for 350 --
1000 nm, 2 nm for 1000- 2500 nm.; operational weight: maximum 7 kg +
2.2 kg battery pack; operational size: maximum 35 x 29 x 13 cm. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from
Analytical Spectral Devices, Inc. of Boulder, Co. This instrument is to
be used for spectral reflectance measurements of Earth's surface and of
sky radiance. The instrument must function 1) on the ground, 2) carried
on someone's back, and 3) on an airplane. It should be accurate to
within ~1% with low thermal drift so as to allow long plane flight
operation. The Analytical Spectral Devices, Inc. instrument has a fiber
optic head that allows operation from inside an airplane, it is
thermoelectrically cooled to allow long-term operation, and combines
portability, spectral coverage and radiometric accuracy that is
required. The Government intends to acquire a commercial item using FAR
Part 12. Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Governmentto not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
