of this amendment to the synopsis for solicitation 52-PAPT-9-01007,
which was issued in the Commerce Business Daily on March 30, 1999, is
to announce that this acquisition is being conducted as a small
business set aside. The synopsis for solicitation 52-PAPT-9-01007 is
restated as follows. The United States Patent and Trademark Office
(PTO) seeks to award an Indefinite Delivery, Indefinite Quantity (IDIQ)
contract to acquire a variety of microcomputers, laptops, printers,
supporting peripherals and components on the basis of a small business
set-aside under SIC code 5045. For this solicitation and any resulting
contract, PTO has obtained a waiver of the Nonmanufacturer Rule from
the Small Business Administration. Because of this waiver, small
businesses may offer the products of a large business manufacturer.
This contract will provide the resources needed to succeed the existing
microcomputer contract. PTO anticipates this acquisition to be for a
base period of one year with four additional one-year option periods.
The minimum quantity is 680 desktop microcomputers for the first year.
Over the potential life of the contract a maximum quantity of
approximately 24,000 desktop microcomputers will be available for
procurement by the PTO. Each of the microcomputers will consist of, at
a minimum, an Intel Pentium 450MHz or equivalent microprocessor
including Pentium II Motherboard with Intel 440BX Chipset including the
Intel 82443BX Chipset Accelerated Graphics Port (AGP), 128MB SDRAM,
Network Interface Card (NIC), Surge Suppressor, Floppy Drive, Keyboard,
Ultra Wide SCSI-3 Interface, Video Accelerator, SCSI DVD, Enhanced
Sound Card Including Speakers, Headset and Microphone. This competitive
acquisition will be conducted using a streamlined acquisition process
described in a document entitled "Department of Commerce Case for
Change" which may be found on the Internet at www.doc.gov/oam/conops.
The intent of this new process is to provide an improved acquisition
environment, which will benefit boththe vendor community and the
Government. As part of this process, a Project Agreement will be made
available on the Internet at www.uspto.gov/go/remap/pto/current.htm on
or about May 14, 1999. In accordance with this acquisition process,
the Project Agreement will serve as the solicitation document for this
requirement. Interested parties must respond to the Project Agreement
in order to be considered for award of any resulting contract.
