The Fleet and Industrial Supply Center San Diego (FISCSD) intends to negotiate a firm-fixed-price commercial item supply contract for a Data Acquisition System Upgrade to Test Cell # 20 located in Building 785 at the Naval Aviation Depot North Island (NADEPNI). Test Cell # 20 is used for testing LM2500 Gas Generators and Power Turbines within the performance parameters identified in NAVSEA S9234-AB-MMD-030 and NAVSEA S9234-AB-MMD-040. The upgrade is intended to be a turnkey replacement of obsolete computer hardware, software and related peripherals with a PC based system and related peripherals within the definition of "commercial item" as set forth at 48 CFR 2.101. The successful offeror shall be responsible for removal of the existing system and turnkey installation, integration and testing of the replacement system. Related effort includes delivery of an operation and maintenance manual, a troubleshooting and diagnostic schematics manual, an acceptance test plan and report, and approximately one week of on-site technical training. In general, upgrade hardware includes: (1) Network-supported UNIX host computer with serial and parallel ports, 4 GB operating storage, and 12 GB archiving storage; (2) 19" interface host monitor, 19" critical monitor, 19" auxiliary monitor, and 19" operator selectable function monitor; and (3) 13-slot VXIbus mainframe with data acquisition embedded computer module and 64 channel converter module. Upgrade software shall be graphical user interface, real-time UNIX capable of testing multiple LM2500 engine models in a LAN environment. The SIC Code is 3571, Electronic Computers, which has a small business size standard of 1,000 employees and an approved waiver of the nonmanufacturer rule. The FSC Code is 7010, ADPE Configuration. The Navy anticipates a six month effort with a completion date no later than March 2000. The 100% small business set-aside commercial item solicitation will be issued on or around 14 May 1999, with a preaward site-visit tentatively scheduled for 01 June 1999. Details of the site visit will be identified in the solicitation, which is expected to close on or around 18 June 1999.
