with measurement volumes ranging from 100 x 80 mm to 350 x 280 mm.
System shall have the following specifications: 1. Scan via white light
scanning technology, 2. Each measurement can collect up to 300,000 data
points in under 30 seconds, 3. System has multiple measurement volumes,
4. Sample measurement volumes and accuracies are: A. Greater than 80mm
squared with less than +/- .001 inch accuracy, B. Greater than 160mm
squared with less than +/- .002 inch accuracy, C. Greater than 280mm
squared with less than +/- .003 inch accuracy, 5. System is calibrated
by the user in under 30 minutes, 6. Multiple scans are automatically
aligned together as the object is scanned, 7. Continuous scan
registration of each cloud, 8. System is designed to integrate multiple
scans of large parts via photogrametry and photogrametric targeting, 9.
Multiple sensors utilized in unison to verify accurate data
acquisition, 10. The system is completely portable. ATOS system shall
includes: 1. ATOS scanner dual-camera/projector head, 2. 3 different
measuring volumes including 3 sets of lenses and 3 calibration panels,
measuring fields 100x80mm, 200x160mm, 350x280mm, 3. Professional
camera stand, 4. Professional tripod, replacement lamps, cables and
targets, 5. Fixturing starter kit, 6. Complete high-end Intel based PC
(Pentium 450MHz, 512Mb RAM, 9 GB HD, 17" multisync monitor, 1.44Mb
floppy, CD-burner, PCMCIA card, network card, framegrabber card, mouse
and keyboard), 7. ATOS software solution, 8. 1 year maintenance and
support, 4 days on-site training and 1 set of documentation. This
notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. This notice is
being issued as a Request for Proposal (RFP) for one Advanced
Topometric Sensor System (ATOS). The provisions and clauses in the RFP
are those in effect through FAC 97- 11 The SIC code and the small
business size standard for this procurement are 3826, 500 employees,
respectively. The offeror shall state in their offer their size status
for this procurement. All qualified responsible business sources may
submit an offer which shall be considered by the agency. The ATOS shall
be delivered to NASA Langley Research Center within 45 days after
contract award. Delivery shall be FOB Destination to NASA LaRC,
Building 1206, citing the contract number. The DPAS rating for this
procurement is DO-C9 Offers for the items(s) described above may be
mailed to NASA LaRC, Bid Distribution Office, MS 144, Hampton, VA
23661-2199 by the date/time specified above and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signedby an authorized company representative. Offerors
shall use the Standard Form 1449, Solicitation/Contract/Order for
Commercial Items form found at URL:

are to be made by electronic funds transfer, accordingly, you must
provide the mandatory information for electronic funds transfer with
your representations and certifications. Failure to provide this
information may delay or prevent the receipt of payments through the
Automated Clearinghouse Payment System. If the end product(s) offered
is other than domestic end product(s) as defined in the clause entitled
"Buy American Act -- Supplies," the offeror shall so state and shall

writing no later than May 5, 1999 Offers are due by close of business
4:00 p.m. local time, May 13, 1999 to the identified bid distribution
office, marked with this solicitation number. The following is hereby
provided as paragraph (a) of the clause 52.212-2, Evaluation-Commercial
Items: (a) Selection and award will be made to the lowest priced,
technically acceptable offeror. Technical acceptability will be
determined by information submitted by the offeror providing a
description in sufficient detail to show that the product offered meets
the Government's requirement. Offerors must include completed copies of
the provision at 52.212-3, Offeror Representations and Certifications
-- Commercial Items with their offer. These may be obtained via the
