The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey, Silver Spring, MD, intends to negotiate on a noncompetitive basis with Laser Scan, Inc of Sterling, VA for electronic navigational chart (ENC) production system software. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Reference SOL. 52DDNC-9-90056. Proposals must contain pricing information; CLIN 01 (Qty 8) ENC production software bundle to included: 1xLAMPS2 License, 1xGothic Server Access License, 1x ENC Flowline Option, installation, CLIN 02, maintenance and technical support for 16 LAMPS, Gothic and ENC Flowline packages for 6 months. Responses due 15 days after electronic posting of the notice. This is not a small business set aside. Offerors who believe they can satisfy the requirement must demonstrate that their product is identical in configuration, form, fit and function to the existing software acquired from Laser Scan. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, contract is contemplated for this effort.
