sources sought announcement is issued for the purpose of identifying
sources providing check inserter, printer (laser or impact),
cutter/burster, signing equipment. Printer must have a MICR encode
capability for amount only and print on Treasury form W-2 (multiple
part-minimum 4 per single, perforated, sheet). Printed sample must pass
fraud testing by Treasury. Printer and inserter must be adjustable to
allow for changes in size of document inserted, must accommodate
inserted stock of varying thickness and must be capable of handling
Treasury Check stock (responses should indicate the types of treasury
stock manufacturer's machines accommodate), W-2 forms and inserts of
varying sizes. Federal Financial System (FFS) printing function must be
accomplished by laser printer. Date audit function must be Y2K
compliant and system must have capability to audit items received by
printer at printer level. Check number, date, amount, user ID and
passwords, administration configuration modifications on printer, and
data files printed during each session must be auditable. Software must
allow user to print summary report, detailed report or ability to reset
the audit. Printer must accept pre-printed stock and have sequential
check counter that provides a report that can be compared to a manual.
Must have capability for digitally encoded signature and require a
minimum of 2 separate password levels to gain access. Security features
must be inherent to the printer. System specification requires an
encryption process. The printer encryption standard must be compatible
with the encryption standard used on the originating system. The
financial data must be encrypted from the originating source and
decrypted only upon reaching the end destination. Inserting machine
must be compact and operable by a single individual with minimum
training. Inserter must be capable of making 3 horizontal folds
necessary for the W2 statements and must allow for a cutoff and restart
capability in case of damaged checks. Machine should allow for a
testing process to determine correct set up. Printer should be equipped
with a visible and audible alarm that is activated upon completion of
job. Machine must allow for either on-line or off-line operation with
an automated (disk file) input data file and should have an encryption
process to allow only for entry of properly encrypted check data.
Printer and inserter must accommodate Treasury Check Stock Format "G"
and blank Treasury Stock, 8 " X 11", earning statement paper and W2
paper of varying dimensions. Printer must print a minimum of 24 pages
per minute (PPM) and have a split file capability that allows use of
two printers with 48 PPM cability. Security functions must be
configurable and not preset. Folder/inserter must generate a minimum of
2,500 pieces per hour and have the capability to insert 2 sheets in
addition to the check. In addition, folder/inserter must have an
envelope sealing capability. The system must be based on common
standards so that backup machines can be identified in the Washington,
DC area within the Federal Government and must have a pre-program
function that will hold at least 5 applications. The system must have
a minimum monthly duty cycle of 35,000 checks with one resettable and
one non-resettable counter. System must include a forms cutter for
Treasury Check Stock Format "G". Forms cutter must have the following
specifications as a minimum: tractor feed, operator safety cut out,
auto load system, adjustable edge trimmers, and a dust collection
system. Inserter must have the ability to weigh the contents of each
assembled piece to guard against multiple checks being inserted into a
single envelope. This announcement is only an expression of interest.
Future requirements and procurements are uncertain. The U.S. House of
Representatives does not intend to award a contract on the basis of
