99 -- TURNKEY CONTRACTORS WHO CAN PROVIDE BAGGED ICE, SHIPPING AND STORAGE DURING PERIODS OF EMERGENCIES SOL DACW60-99-R-0002 DUE 061799 POC Bob Driscoll (843) 727-4694 CBD notice originally published on Apr 6, 1999 is hereby replaced in its entirety with the following; The U.S. Army Corps of Engineers, Charleston District, is searching for "turnkey" contractors who can provide bagged ice, shipping and storage during periods of emergencies. The minimum requirements are as follows: 1) Delivery of 1 million pounds of bagged ice within 24 hours of "activating" the contract and 1 million pounds of bagged ice every other day thereafter until notified of no requirements. 2) Delivery will be to major distribution points within the fifty United States, District of Columbia, Puerto Rico, Virgin Islands, and Guam. 3) The contractor will be responsible for transporting the ice from the ice plant to major distribution points (estimated that each state will have one or more major distribution points), storing and handling ice for up to 30 days with a maximum storage of 500,000 pounds. The contractor has the option to either store the ice in the transport vans, contractor provided storage units, or local, contractor leased, storage facilities. Contractor will be required to provide all off loading, handling, and personnel required to "man" these major distribution points 24 hours a day. 4) As an option, the government may require the contractor to make deliveries from the major distribution points to secondary delivery points and will pay on a mileage basis. 5) Follow-on ice delivered to Puerto Rico, the Virgin Islands, Guam, Hawaii, and Alaska can either be barged or air lifted in; however, the initial delivery within 24 hours of order will require air lifting. 6) Ice shall be provided from certified ice plants utilizing municipal water. 7) Ice will be bagged in 5 to 20 pound bags and transported in pallet size lined cardboard containers, polyethylene wrap or an approved equivalent protective container. 8) Each container will clearly indicate plant and date of origin. 9) Control, location, measurement of ice resources, transportation information, etc. shall be provided by both manual and electronic communications. Award of a Fixed Price Requirements Type Contract for a base year with two one-year option periods is anticipated. Due date is estimated, actual date and time will be specified in the solicitation document. The Standard Industrial Classification (SIC) Code for this procurement is 2097 with a size standard of 500 employees. This procurement is a 100% SMALL BUSINESS SET-ASIDE. In order to be considered a small business under this SIC Code a firm may not have more than 500 employees. The 500 employee requirement is a measure of the average employment of a business concern and means its average employment, including the employees of its domestic and foreign affiliates, based on the number of persons employed on a full-time, part-time, temporary, or other basis during each of the pay periods of the preceding 12 months. If a business has not been in existence for 12 months, "number of employees" means the average employment of such concern and its affiliates during the period that such concern has been in existence based on the number of persons employed during each of the pay periods of the period that such concern has been in business. If a business has acquired an affiliate during the applicable 12-month period, it is necessary, in computing the applicant's number of employees, to include the affiliate's number of employees during the entire period, rather than only its employees during the period in which it has been an affiliate.
