The AFRL PRDA/BAA Guide, dated 29 Jun 98, is available at http://aftech.afrl.af.mil/policy-guides.htm . A-INTRODUCTION: PRDA-99-DE01. The Air Force Research Laboratory(AFRL), Directed Energy Directorate (DE), Kirtland AFB, NM is seeking innovative proposals for Laser Analysis and Testing for Intelligence, Surveillance and Hybrid Applications (LATISHA) research. The goal of this effort is to establish an advanced technology and demonstration base for advanced laser technologies suitable for next generation USAF warfighting missions. This effort is to provide research, development and testing of laser systems, components, applications, fabrication, test, evaluation, deployment of lasers, laser systems and complementary sensor systems for use in ground-based, airborne, spaceborne, or special test facilities. This effort also includes developing and prototyping moderate to high power classes of lasers (including weapons class), laser technologies and applications for airborne, space- and ground-based systems for power projection, remote sensing, communications and sensing, space technologies, intelligence and surveillance concepts, and novel laser warfighting technologies and demonstrations. Also included is the appropriate program planning and mission analysis for such systems. This is a follow-on requirement and a continuation of work currently being performed. Proposals with new or creative research or development solutions for the use of technology demonstrations which enhance the state-of-the-art and scientific knowledge in this field are solicited. B-REQUIREMENTS: Work will provide technical analysis and innovative engineering for state-of-the-art research and development activities in the following technology areas: 1) Geo-Synchronous Satellite Imaging Concepts and Operations Development including alternative subsystems concepts such as multi-illuminator transmitter and distributed receiver; 2) Active and Passive Satellite Imaging Concepts Development and Demonstration; 3) Remote Sensing Technology Development, such as, simultaneous generation of tunable MWIR and LWIR coherent radiation, solid state laser source development, CO2 based micro-doppler system development, and multi- and hyper- spectral imaging; 4) Laser Communications Technology Development, including system concepts design for air-to-ground, air-to-space, and space-to-space optical communications, frequency agile laser development, and fiber laser/amplifiersource development; 5) Large Lightweight Space Optics Compensation and Structures Development including Spatial Light Modulator (SLM) based holographic wavefront correction of large optics, application of lightweight space structures to large optics, and membrane mirrors; 6) Wavefront Control; 7) Space-Based Relay Mirror Concepts and Experiments Design and Demonstration, including development and demonstration of system and mission concepts for space-based or airborne versions of relay mirrors; 8) Space-Based Laser (SBL) Ancillary Mission Concepts Development and Demonstration; 9) Active Illuminator Development such as technology development in frequency agile lasers, diode pumped solid state lasers, fiber lasers, CO2 lasers and compact COIL lasers; 10) Beam Control, Acquisition, Pointing, and Tracking and Atmospheric Compensation for imaging, surveillance, designation, and directed energy missions; and 11) Active Countermeasures Development and Laser effects test and evaluation. C-PROPOSAL PREPARATION INSTRUCTIONS: Offers are solicited from all sources capable of satisfying the Government's requirement. The white paper should consider the goals of the effort and one or more of the technical areas listed above and specifications listed in the Statement of Work posted on the Electronic Posting Systems (EPS). Anticipated program budget is estimated to be $36.5M over 60 months. Awards are expected to be made within 120 days after receipt of white papers. To be eligible for award, offerors must first submit a pr cis (no more than 250 words per technology area listed in Paragraph B-Requirements and SOW) via Email to the addresses listed in the first paragraph to be evaluated. The pr cis is due 20 days from the date this announcement is published in the CBD. The Government review will take 10 days from the date of the receipt of the pr cis. Following this review, the Government will issue a formal request for a "white paper" to selected offerors who submitted a pr cis. The white paper (no more than 5 pages per technology area) is due 20 days after Government notification. NOTE: The "white paper" is essentially functioning as a technical proposal and will be evaluated (see Paragraph D- Basis of Award). Offerors shall submit a white paper focusing on innovative approaches and techniques (i.e., advancing the state-of-the-art, increasing knowledge and understanding, new and creative solutions to problems) which can be applied to one or more of the technical areas described in the SOW presented on the EPS website. Offerors have discretion as to what information is presented in the paper. NOTE: Offerors may respond to any or all technical areas listed in the SOW and should reference the SOW paragraph(s) that are being addressed in the white paper. Possible presentation approaches include a discussion of specific elements in the SOW for which offerors present innovative ideas for accomplishing the work. Any method is acceptable as long as offerors focus on their innovative solutions to problems in the SOW. Resumes of the Principal Investigator and others proposed to perform work may be included and will not be counted against the page limit. Facilities and equipment to be used may also be identified without regard to the page limit. The Government will only read and evaluate white papers up to the page limitations. The white paper is limited to no more than 5 pages per technology area (See Paragraph B-Requirements and SOW), 12 pitch or larger type, double spaced, single sided, 8.5 by 11 inch pages, use one-inch margins on top and bottom of page and -inch side margins. The page limitation includes all information, i.e., indices, photographs, foldouts, attachments, etc. Blank pages, title pages, table of contents, lists of figures, lists of tables, tabs, cover sheets, or blank dividers are not included in the page count. White papers must reference the above PRDA number and include a unique proposal identification number. White papers shall be submitted to DET 8 AFRL/PKDB, Attn: Teresa Martinez, 2251 Maxwell Ave SE, Kirtland AFB NM 87117-5773. White papers submitted by fax or Email will not be considered for award. White papers received after the specified date may be evaluated dependent upon the availability of funds. Offerors that submit white papers evaluated as Category I (see Paragraph D-Basis for Award) may be issued a model contract with an actual technical task and program management task to which they will furnish a short technical and cost proposal for each. The cost proposal will be evaluated for realism and reasonableness. Should the Government enter negotiations with an offeror and be unable to reach a meeting of the minds, that proposal may be displaced by a lower rated proposal and the Government may at that time enter into negotiations with an offeror not originally contacted for negotiations. Negotiations will also include the formation of the SOW that will be incorporated into any subsequent award. The contract type contemplated is a Cost Plus Fixed Fee (CPFF). The contractual effort is contemplated as a 60-month periodof performance and will be priced on Indefinite Delivery Indefinite Quantity (IDIQ) Task Order basis; however, the Government reserves the right to award any FAR or Non-FAR instrument as may be deemed appropriate. Multiple awards may be made. If two awards are made with overlapping SOWS, awardees may be required to compete for future tasks. Subject PRDA announcement will be open for one year after date of publication. New submissions of a pr cis will be accepted once every quarter from the date of this announcement. This announcement is an expression of interest only and does not commit the Government to pay for proposal preparation cost. The cost of preparing white papers/proposals in response to this PRDA is not considered an allowable direct charge to any resulting contract or to any other contract. However, it may be an allowable expense to the normal bid and proposal indirect costs as specified in FAR 31.205-18. To prepare its proposal and perform services under the contract, the contractor may require access to Militarily Critical Technical Data whose export is restricted by US export control laws and regulations. After receipt and evaluation of proposals, the government will determine whether the technology area will be subject to export control laws and regulations and the offerors will be requested to submit an approved DD Form 2345, Militarily Critical Technology Data Agreement, as a condition for award. Contact the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, Michigan 49016-4312, 1-800-352-3572 for further information on the certification and approval process. To be eligible to receive an award, a firm is required to be registered in the DoD Central Contractor Registration Database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement, for awards based on solicitations issued after 31 May 98. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. Either the CAGE code or a DUNS number will be used to identify the contractor to the paying office. The Government does not intend that Federally Funded Research and Development Centers (FFRDCs) use privileged information or access to facilities to compete with the private sector. If a contractor proposes using an FFRDC as a subcontractor, other than DoD-sponsored FFRDCs, in the capacities discussed in DFARS 235.017, it must provide rationale in its proposal that supports the unique capability of the FFRDC. The contractor's proposal must also demonstrate that the FFRDC can accept work from other than the sponsor. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the government. Offerors must mark their proposals with the restrictive language stated in FAR 15.609(a). Foreign-owned firms are advised that they may be precluded from becoming a prime contractor. Contract awards are anticipated to be unclassified. For the purposes of this PRDA the business size standard is $20M, SIC 8711. This PRDA is unrestricted and is solicited based on full and open competition; however, offerors should indicate whether they are a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Qualified Business or a Woman-Owned Business, and whether they are an HBCU/MI.. Interested parties must be able to demonstrate their ability to manage a broad-based support effort in the technology areas stated above and have, or be capable of obtaining, a SECRET Facility Clearance. There is a possibility that a TOP SECRET/SCI Facility Clearance may be required for some of this effort. D-BASIS FOR AWARD: The white paper should be directed toward advancing state-of-the-art and should provide for new and creative research and development solutions for scientific and engineering problems. The following criteria in descending order will be used in evaluating all white papers:(1) the overall scientific and/or technical merit of the proposal, including corporate capabilities, key personnel, and related experience, facilities, innovative techniques or unique combinations of these integral factors for achieving proposal objectives; and (2) the potential contributions of the effort to the project's mission and the extent to which the research effort will contribute to balancing the overall mission program. No further evaluation criteria will be used in selecting the white papers. White Papers will be classified into one of the following three categories: (1) Category I -- Well conceived, scientifically and technically sound proposals pertinent to the program goals and objectives, and offered by a responsible contractor with the competent scientific and technical staff and supporting resources needed to ensure satisfactory program results. Proposals in Category I are recommended for acceptance and normally will be displaced only by other Category I proposals. (2) Category II -- Scientifically or technically sound proposals requiring further development and are recommended for acceptance, but are at a lower priority than Category I. (3) Category III -- Proposals not technically sound or do not meet agency needs. Subject to the Availability of Funds, the Government reserves the right to select for award any, all, part or none of the proposals received. When requested, a debriefing will be provided IAW FAR 15.506. A copy of each final report of any resultant contract will be available subject to national disclosure policy and regulations. E-ADDITIONAL INFORMATION: This PRDA will be posted on the Electronic Posting System (EPS) located at -- http://www.eps.gov An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be of "significant concern" and should be communicated directly to the Contracting Officer, Barbara Steinbock, (505) 846-2246. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel.
