a Request for Quotation (RFQ) for a study to determine Fourth Order
Model Terms for Aircraft Testing. This study shall include a literature
search to assess the current state of the art in experiment designs of
order of 4 or higher. The Contractor shall develop 4 experiment
designs compatible with response surface models of order 4 or higher
that can be used to quantify aerodynamic response variables such as
wind tunnel model forces and moments in terms of selected continuous
independent variables. The Contractor shall develop sequential assembly
techniques by which a central composite design can be extended with the
addition of selected points to accommodate unaliased response surface
models of order three or higher. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to
purchase a Study to Determine Fourth Order Model Terms for Aircraft
Testing, which was an unsolicited research proposal, from Design of
Experiments Services, Inc. (DOES), Winston-Salem, NC, unique capability
available from only one source. This study requires a unique
combination of expertise in the design of experiments and in aerospace
research. DOES has extensive practical experience in the application
of designed experiments in aerospace research, including both military
and civilian applications. The combination of military and aerospace
expertise cannot be duplicated by an other source. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 12 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
12 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not competethis proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
