The U.S. Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory, Western Ecology Division, has initiated a major research program to study the effects of stressors on terrestrial, aquatic, and coastal ecosystems. The purpose of this research is to provide the scientific information, understanding, analyses and methods and protocols needed by states and local governments and various regulatory and management agencies to effectively protect the aquatic and terrestrial environment. The scope of this research program includes: (a)Research on the effects of pollutants and other anthropogenic stressors on terrestrial ecosystems, such as agroecosystems, forest ecosystems, and rangelands. (b)Research on novel and procedures development for describing the condition of aquatic, riparian, and wetland resources and their response to stress, and (c)Research on the effects of anthropogenic and natural stressors in coastal watersheds and estuarine ecosystems. As part of this program, WED seeks to establish a long term Training Cooperative Partnership with a leading research and teaching institution capable of managing an environmental training program. One cooperative agreement will be awarded to a single institution or a consortium of institutions from this solicitation. The purpose of this cooperative agreement is to stimulate interest among students in careers involving environmental research. It is envisioned that this training program will be modeled after the highly successful training arrangements that already exist at various US Universities and Colleges, with modifications to include active participation of EPA scientists as research advisors. The cooperative agreement will have a performance period of three years. The expected level of funding for the cooperative agreement will depend on the number of students participating in the program and could range up to $300,000 per year, subject to the availability of funding. Funding for the administrative activities and for students and their support will be made incrementally as students are determined. Proposals for project funding must be received by 06/11/99. They will be evaluated according to the criteria outlined in the full Request For Proposals. The work is sanctioned under the Clean Air Act, 42 U.S.C. 7403 and the Clean Water Act, 33 U.S.C. 1254(g). Interested applicants must be eligible to receive federal assistance under these Acts and the Code of Federal Regulations (CFR) Parts 30 and 45.
