Standards and Technology (NIST) intends to enter into a sole source
contract with the Civil Engineering Research Foundation (CERF), 1015
15th Street, N.W., Suite 600, Washington, D.C. under the authority of
41 U.S.C. 253(c)(1) -- Only one responsible source. This procurement
requires the expertise of an independent, impartial civil engineering
research organization, with potential for accessing volunteer experts,
and expertise in bringing construction related technology to practice.
This objective requires an organization that is experienced in
coordinating, facilitating, and integrating civil engineering related
research and technical matters among government agencies, academia, and
the private sector and is recognized for identifying research needs and
helping to advance the U.S. civil engineering industry through
coordinated research. The success of this project depends heavily on
the ability of the contractor to be viewed as an impartial and
objective organization representing the interests and needs of the
nation, rather than the interests of any one agency or corporate
entity. CERF is uniquely qualified to perform this requirement based on
its breadth of available academic, government and private sector
resources from which it draws its expertise and knowledge. The
Government anticipates the award of a cost-reimbursement task order
contract. The proposed requirement is for supplies or services for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. The period of performance for this
requirement is a base year from contract award and three (3) one-year
option periods. This notice of intent is not a request for competitive
proposals. Written responses to this synopsis shall contain sufficient
documentation to establish a bonafide capability to fulfill the
