A-E services for various engineering projects. Design will be for U.S.
Coast Guard facilities located in the western U.S., Alaska, and
Pacific Islands. Work tasks consist primarily of design of buildings
and waterfront structures but support services may be tasked. Estimated
individual construction costs for projects vary. Individual tasks will
not exceed $200K. This proposed procurement will result in an IDC to
be in effect for a period of one year with an option for an additional
year. Contract has a potential value of $1 Million per year, with a
minimum guarantee of $5K. Qualified firms desiring consideration must
submit one copy of SF 254 and SF 255 by the close of business (4:00
p.m.) 26 May 1999 for consideration. Evaluation criteria, in descending
relative to work of firm's staff and consultants. 2. Experience of firm
in wide range of work within the specified geographical area and
technical competence in type of work required, including experience
with energy conservation and the use of recovered materials. 3. Past
record of relevant performance and capacity/capability of firm to
accomplish work in required time. 4. Organization and management of the
proposed A-E team. 5. Proximity to FDCCPAC. 6. Percentage of
Minority/Women ownership and employment. The following notcie is for

Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantage Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantage business enterprises to
acquire short-term working capital assistance for transportation
related contracts. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
