Potential Indefinite Quantity/Firm Fixed Price. This Unrestricted
procurement is to Provide Architect and Engineering for specialized
bridge maintenance inspections at various locations in the western
United States and Alaska. These projects will be accomplished under
Task Orders written against an Indefinite-Delivery-Indefinite-Quantity
(IDIQ) Contract. The contract will consist of a base year and one
option year. The total maximum aggregate value for the base and the
option period shall not exceed $600,000 or 24 months, whichever occurs
first. The individual delivery order limitation may not exceed
$200,000. The guaranteed minimum contract amount for the base year is
$5,000. Required services include: initial, routine, damage, in-depth,
special and underwater inspections of bridges as required by the Code
of Federal Regulations Title 23 Chapter 1 Section 650 Subpart C, scour
evaluations for bridges, load rating of bridges, ultrasonic testing to
evaluate the structural integrity of steel structural bridge members,
evaluation of induced current and sacrificial anode cathodic
protection systems on submerged structures, original bridge maintenance
reports, supplemental bridge maintenance reports, preparation of
structural calculations, preparation of cost estimates, and preparation
of step II, and 1391 documentation for funding approval. See Note 24
for general selection process. Criteria numbers one and two are of
equal importance and the others are shown in descending order of
importance. (1) Recent specialized experience of the firm and /or
proposed consultants in: conducting structural maintenance inspections
of concrete, steel and wood bridge structures, condition evaluation
and reporting, the structural design of concrete and steel bridge
structures, load rating of bridges, identification and evaluation of
the effects of corrosion and fatigue cracking in steel structural
members, identification and evaluation of flexural and shear cracking
in concrete structural members, identification of common parasites in
wood structural members and conducting underwater inspections of wood
concrete and steel structures. DO NOT list more than a total of 10
projects in block 8 of SF 255. Include point of contact name and phone
number in block 8c for each project listed. Indicate which consultants
from the proposed team, if any, participated in the projects listed. In
addition, provide an organizational Chart of your key personnel listed
in block 8. (2) Professional qualifications necessary for satisfactory
performance or required services Including professional registration of
team members of the firm and outside consultants to include
capabilities of the staff to be assigned to this contract in:
conducting structural maintenance inspections of concrete, steel and
wood bridge structures, condition evaluation and reporting, the
structural design of concrete and steel structures, load rating of
bridges, identification and evaluation of the effects of corrosion and
fatigue cracking in steel structural members, identification and
evaluation of flexural and shear cracking in concrete structural
members, identification of common parasites in wood structural members,
and conducting underwater inspections of wood concrete and steel
structures. Working knowledge of the team members to be assigned to
this project with the requirements of the AASHTO Manual for Maintenance
Inspections of Bridges and Bridge Inspector's Training Manual/90. Also,
working knowledge of the Recording Guide for the Structural Inventory
and Appraisal of the Nation's Bridges, and submission of data to the
FHWA. List only the team members who will actually perform major tasks
under this contract. (3) Past performance on contracts with government
agencies and private industry in terms of cost control (describe the
process and qualifications of key personnel responsible), quality of
work and process for compliance with performance schedules (and key
individuals responsible). This list of previous contracts should
include the name and telephone number of the person who was the point
of contact representing the Government or private industry for each
contract. (4) Quality Control program and the success of the program
used by the firm. Briefly describe internal quality assurance and cost
control procedures and indicate effectiveness. Also describe in your
QA/QC procedures how the firm will ensure quality of work from
subcontractors. Indicate team members who are responsible for
monitoring these processes. List recent awards, commendations and other
performance evaluations (do not submit copies). (5) Locations in the
general geographic area of the project and knowledge of the locality of
the project, provided that the application of this criterion leaves an
appropriate number of firms given the nature and size of this project.
(6) Capacity to accomplish the work in the required time. Indicate the
firm's present workload and the availability of the project team
(including consultants) for the specified contract performance period
and indicate specialized equipment available and prior security
clearance. (7) List the small or disadvantaged or women- owned business
firms used as primary consultants or as subconsultants. All interested
Architect-Engineers are reminded that in accordance with the
provisions of PL 95-507, they will be expected to place subcontracts to
the maximum practicable extent, consistent with the efficient
performance of the contract with small and small disadvantaged firms.
If a large business concern is selected for this contract, it must
comply with the FAR 52.219-9 clause regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
The firm will be required to submit a subcontracting plan that should
reflect at least a minimum goal of 5% each to small disadvantaged
business(es) and woman-owned business(es) of the amount to be
subcontracted. A firm that submits a plan with lesser goals must submit
written rationale to support goals submitted. The detailed plan is not
required to be submitted with SF 255. The plansto do so should be
specified within the appropriate portion of the SF 255 submitted. The
Standard Industrial Code is 8711 and the annual size standard is $2.5
million. It is estimated that this contract will be awarded in AUGUST
1999. Those firms which meet the requirements described in this
announcement and wish to be considered must submit one completed copy
each of a SF 255, US Government Architect-Engineer and Related Services
Questionnaire for Specific Project and one completed SF 254,
Architect-Engineer and Related Services Questionnaire for the firm and
each of their consultants listed in block 6 of the firm's SF 255. One
copy of the submittal package is to be received in this office no
later than 03 June 1999, 3:00 P.M. Pacific Daylight Savings Time at the
address shown above to the attention of Code 02R3.SLC, Stephen L.
Cannon. Submittals received after this date and time will not be
considered. Additional information requested of applying firms:
indicate announcement number in Block 2b, DUNS number(for address
listed in Block 3), Cage Code number and Tax Identification Number
(TIN) number in block 3, telefax number (if any) in Block 3a and
discuss why the firm is especially qualified based on the selection
criteria in Block 10 of the SF 255. For firms applying with multiple
offices, indicate the office which completed each of the projects
listed in Block 8 and list which office is under contract for any
contracts listed in Block 9. Use Block 10 of the SF 255 to provide
additional information desired. Personal interviews may not be
scheduled prior to selection of the most highly qualified firm. SF
255's shall not exceed 30 printed pages (double -sided is
two/pages/organizational charts and photographs excluded, exception:
photographs with text will be considered as a page). All information
relating to the firms qualifications must be included on the SF 255
(cover letter, other attachments and pages in excess of the 30 page
limit will not be included in the evaluation process). Inclusion by
reference toother materials is not acceptable. An organizational chart
is required for showing your key personnel. Firms not providing the
required information in the desired format (i.e. listing more than 10
projects in Block 8, not providing a brief description of the Quality
Control Plan, not providing an Organizational Chart, not listing which
office of multiple office firms completed projects listed in Block 8,
etc.) directed by this synopsis may be negatively evaluated under
selection criteria (2). Solicitation packages are not provided for A-E
contracts. THIS IS NOT A REQUEST FOR PROPOSAL. Telegraphic and
facsimile SF255s will not be accepted. Site visits will not be arranged
during the submittal period. In addition, all DoD contractors must be
registered in the Central Contractor Registration (CCR) in order to
receive a DoD contract or be paid by a DoD paying office. Please ensure
