The Government intends to negotiate on a sole source basis with SYMSystems LLC, 12508 E. Briarwood Ave, Suite 1-F, Englewood CO 80112, pursuant to authority in 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." SYMSystems LLC will provide Contractor Logistic Support (CLS) for 5 each, fielded, F-16A Part Task Trainers (PTT) at two CONUS operating locations, Tucson AZ and Ft Smith AR. The PTTs contain proprietary software items to which the Government has not purchased data rights. The CLS includes management of a Logistics Support Package (LSP) of Government-owned spares and selected support items; providing and managing the personnel, equipment, tools, materials and other items necessary to repair and maintain the PTT hardware, software, and technical manuals; and submission of associated CLS data as specified in the Contract Data Requirements List (CDRL). The services are for a base period and 4 one-year options. All responsible sources qualified to perform the stated work may submit information outlining their abilities and qualifications to perform the required services by 15 May 1999. A determination based upon responses to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
