Contract Specialist, veesartm@amb.nci.nih.gov. The Developmental
Therapeutics Program (DTP), Division of Cancer Treatment, and Diagnosis
(DCTD), National Cancer Institute (NCI) is seeking a contractor to
operate and maintain its Biological Data Processing System. The DTP
program is aimed at facilitating the discovery and preclinical
development of new drugs for treatment of cancer. A major portion of
the DTP's drug discovery effort relies on screening to identify new
drug leads from both synthetic compounds and natural product sources.
The general strategy for screening involves the use of a primary in
vitro screen followed by additional detailed in vitro, in vivo hollow
fiber, and in vivo testing. To accommodate the many samples potentially
available for screening, highly automated assays have been developed.
Successful implementation of these screening programs requires close
coupling of laboratory process control, data acquisition, database
management, and data analysis and presentation. In addition to the
primary screening activities, data acquisition and database support is
required for secondary testing and interaction with other screening
studies. Experience is required in the following areas: Planning and
designing scientific information systems; implementing large and
complex biological and chemical databases; various hardware/software
environments such as VAX/VMS, Oracle, TCP/IP, C, SAS, Visual Basic,
HTML, InterDev, and postscript. Proposed personnel should be
experienced in software development in these areas and in biological
and chemical application development. Offerors must demonstrate
proficiency designing and developing browser-based and client-server
solutions and establishing database connectivity between such solutions
and an Oracle database. It is anticipated that one level of effort
award requiring approximately 35 productive FTES over the life of the
contract will be made for a five-year period of performance with
incremental funding each year. The proposed acquisition is a
recompetition of contracts N02-CM-57198 and N02-CM-57219 both awarded
to Allied Technology Group, Inc. This acquisition has been designated
as a 100% Small Business Set Aside. The solicitation is scheduled for
electronic release approximately May 13, 1999. The RFP may be accessed
through the Research Contracts and Acquisition Branch Home Page via
http://amb.nci.nih.gov/RFP.htm Internet address. It is the offerors
responsibility to monitor the above Internet site for the release of
this solicitation and amendments, if any. POTENTIAL OFFERORS ARE
RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND
AMENDMENTS. No collect calls will be accepted. SIC code for this
acquisition is 7379. Posted 04/27/99 (W-SN324695). (0117) Loren Data Corp. http://www.ld.com (SYN# 0072 19990429\R-0004.SOL)
