USAID/Philippines invites Philippine private voluntary organizations (PVOS), US-PVOs with established local presence, not-for-profit organizations and academic institutions to submit applications for a grant (or cooperative agreement) under the assistance for resource monitoring and information (ARMI) project. This project complements the efforts of the Industrial Initiatives for Sustainable Environment (IISE) (formerly Municipal Coastal Environmental Initiative) which aims to spread Environmental Management/Clean Production (EM/CP) to industries. For-profit organizations may also submit applications, however they will not be entitled to receive a fee for this activity. It is anticipated that one or more grants will be awarded, under a competition process to be described in the RFA, for an initial period of up to two years. USAID plans to provide a total amount of approximately $316,000 over the 2-year period if a grantee achieves a strong record of success in implementing the activity. The overall objective of the grant is to establish constructive collaboration amongst the Philippine government, industries, and communities in the environmental area. The specific objectives are: (1) to assist the government's monitoring of critical drainage areas of the watershed (in selected study areas); (2) to promote transparency in implementation of industrial pollution prevention standards; and, (3) to augment community support for environmental management. The desired results are: (1) an NGO model of cooperation established with communities, and government on multi-sectoral planning and implementation of environmental management which focuses on industrial issues; and, (2) increased public support for environmental management. All questions related to this notice and requests for a copy of the RFA must be addressed in writing, by letter, fax or e-mail to the acquisition specialist at the address stated above. The RFA is expected to be issued on or about May 14, 1999 with a closing date for the submission of application about 30 days later (exact due date to be specified in the RFA). The preferred method of distribution of USAID procurement information is via the internet or by request of a solicitation on a 3.5" diskette (ms word 97.2). Only in instances where internet access or utilization of diskettes are not possible will a hard copy of the RFA be distributed upon request. Applicants shall not request a diskette or hard copy of the RFA until confirmation that they are unable to access the document via the internet, and you have communicated with the acquisition specialist regarding this inability to achieve internet access.
