for COCO Storage Services are required in the vicinity of the Arabian
Gulf for the period beginning June 1, 2001. 1. Area of Consideration:
The purpose of this requirement is to obtain the necessary services and
facilities to receive, store, and ship one grade of Government-owned
petroleum product (JP8) along the coast line of Qatar -- preference for
Port Umn Sa'id. An existing facility is desired but a "build-to-lease"
type of facility will be considered. 2. Tankage Required:
Approximately 500,000 barrels shell capacity is required. A minimum of
four tanks, interconnected and isolated from other facilities and
products handled within the tank farm is desired. Dedicated facilities
are preferred; however, a common system will be considered. Offeror
must sumbmit the data required by Clause L116.01. 3. Grade of Product:
Turbine Fuel Aviation, Grade JP8. 4. Estimated Througput: After
initial fill, throughput is expected to be approximately 1.8 million
barrels per year. Throughput is computed as follows: total receipts
plus total issues divided by two. 5. Receiving Capability: Receipt
capability via ocean-going tankers and barges is required on a 24-hour
per day, 7 days per week schedule at rates compatible with the mode of
transportation tendered, normally 1,272 m3 (8,000 bbls) per hour for
tankers and 318 m3 (2,000 bbls) per hour for barges. Lesser receiving
rates will be considered but will be factored in cost assessments when
evaluating offers. 6. Shipping Capability: Shipping capability via
ocean-going tankers/barges is required on a 24-hour per day, 7 days per
week schedule. The Contractor's pumps used for delivering fuel to
tankers/barges shall have a performance capability to deliver product
at pressures which are compatible with tanker/barge receiving rates as
follows: 1. Normally 1,272 m3 (8,000 bbls) per hour for tankers. 2.
Normally 318 m3 (2,000 bbls) per hour for barges. Lesser pumping rates
will be considered but will be factored in cost assessments when
evaluating offers. Consideration will be given to unrestricted access
to product. Unrestricted access is defined as "the ability to out-load
the entire quantity of DLA/government-owned product stored under a
resulting contract within 15 calendar days". Berthing Facilities: Dock
and berthing facilities capable of receiving and berthing fully loaded
tankers not to exceed 40,000 dead weight tons (DWT) with a draft of 39
feet at mean low water. A minimum water depth of 39 feet at mean low
water is also required in all passes and channels from the open sea to
the docking facility. Offerors must provide any port
restrictions/requirements and habor fees with offers, along with height
restrictions from ship's manifold to waterline during
loading/unloading. Tank Truck Facilities: The Contractor shall provide
a truck fill stand facility with additive injection capability (FSII
and Corrosion Inhibitor) which is capable of loading and shipping a
maximum of 1,000,000 gallons in a twenty-four hour period. Also, the
Contractor will deliver, on a routine basis, up to 210,000 gallons of
JP8 to the terminal at Al Udeid Air Base. The Contractor will have the
additional capability to deliver up to 1,000,000 gallons per day to Al
Udeid per day to Al Udeid Air Base with a ten-day notice. The subject
