fixed price contract for the construction of a phased expansion with
renovations of the existing Stamford Processing & Distribution Center
on a USPS-owned site located at 427 West Avenue in Stamford,
Connecticut. The project includes various improvements and
modifications to the existing building and site, including rock
removal, relocation of existing storm water utilities, ground level
expansion (approximately 58,600 s.f.), new mechanical mezzanine
(approximately 4,600 s.f.), and renovation of portions of the existing
facility. The entire project must be planned, coordinated, phased and
executed to minimize disruption of and interference with ongoing
postal operations. Technical Qualifications Evaluation is based on a
100-point total (Experience -- 40, Past Performance -- 30, Organization
-- 25, and Backlog -- 5), and Management Plan Evaluation is based on a
75-point total (Construction -- 30 points, Project Management -- 20
points, Schedule -- 15 points, and Procurement -- 10 points). Questions

be available April 29, 1999. Offers are due June 29, 1999, at 4 p.m.
Performance time is 642 calendar days from receipt of notice to
proceed. A Preproposal Conference (attendance not mandatory) is
scheduled for 10 a.m., Tuesday, May 25, 1999, at the Stamford
Processing & Distribution Center, 427 West Avenue, Stamford,
Connecticut, in 2nd Floor Conference Room, No. 232. Estimated Cost
Range: $5.5 million to $6.5 million. Cost of solicitation package is
$275 per set for Priority Mail service (2 to 3 days), $325 per set for
Express Mail service (next day). All charges are non-refundable. To
obtain plans and specifications for this project, please send written
