DESCRIPTION: Work consists of fabrication of a pneumatic operated infantry target lifting device that provides for smooth operation during the full up and/or down range of operation. Maximum weight of the target device, without the target mounted is 30 pounds. The target device shall generate a maximum liner footprint to exceed 43 inches. The device shall allow mounting from two different mounting surfaces formed by an "L" plate configuration with both sides of the "L" having four mounting holes to support installation on the floor, wall or ceiling. The target device shall include the capability to generate a hostile fire flash/light to generate a strobe effect to simulate weapons firing. Device to include a target mounting "T-bar" with all required hardware to mount the target and the T-bar to the device. The mounting of the "T-bar" to the device will be accomplished through bolts through two of four mounting holes, tow inches on center, on a three inch by 3 inch mounting plate allowing "T-bar" mounting in various directions on the plate. Hole diameter shall be 5/16 inch. The contract is a request for proposal and offers will be evaluated on the following basis: 1) Past Performance, 2) Price and 3) Schedule of Delivery.
