(703) 810-4796 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation is being issued in accordance with FAR Part 12. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. The requirement
is for the installation of additional fiber OPTIC and CAT 5 UTP cabling
to support the installation and connection of new computer equipment at
Hybla Valley Federal Building, 6801 Telegraph Road, Alexandria VA. The
solicitation contains the following Contract Line Item Number (CLIN)
0001: The contractor shall furnish/purchase all available labor,
material parts, components, tools, manuals, and other necessary
items/supplies to support this effort. The contractor shall perform a
site survey, determine the best cable path, and provide DTRA with a
proposed cabling diagram. Upon completion of the cable installation,
each cable shall be tested using appropriate, industry typical, test
equipment to measure cable/signal quality. Quality assurance. One work
day after the completion of all work, the contractor shall accompany
a government representative on a walk through to inspect all work. Any
discrepancies shall be jointly evaluated and a mutually agreed upon
solution to resolve any discrepancies shall be completed within five
working days. Documentation: Twenty (20) days after the completion of
the work the contractor shall provide to the government all as built
drawings/diagrams; completed cable/conduit path diagram(s) in AutoCAD
v.13 on 3.5" diskette and hard copy; test results for each cable drop
in hard copy. The contractor shall procure all hardware associated with
this requirement. Warranty: All cabling installed under this contract
shall be covered by warranty for the remaining time DTRA is resident at
the Alexandria location. The warranty will not cover damage due to
misuse. A pre-proposal site visit will be held at The Defense Threat
Reduction Agency, 6801 Telegraph Road, Alexandria, VA 22310 on 11 May
99 at 09:00 a.m. for all interested parties. This will be the only site
visit scheduled for this requirement. Please fax your company's name
and the representative who will be attending the site visit to the
Attention of Ms. Shirley Alexander @ (703) 810-4675. Request for
attendance must be received in this office by 12:00 p.m. on 5 May 99.
The purpose of the site visit shall be for familiarization with
facility layout and the various existing cable paths in place. The
contractor shall be given the opportunity to discuss operational
requirements, constraints or perceived problem areas with the DTRA
Program Manager during the site visit. Findings shall be incorporated
into the contractor's Recommendation/Configuration Plan. The
Recommendation/Configuration Plan shall be submitted with your
proposal. The plan shall include, but not be limited to a detailed cost
analysis including a detailed bill of materials; proposed cable/conduit
path diagram(s); and estimated installation time. The diagram(s) shall
be submitted to the Government in AuotCAD v.13 on 3.5" diskette and a
hard copy. This solicitation is being issued as a 100% Small Business
Set-Aside in accordance with FAR 19.502-2. The provision at 52.212-1,
Instructions to Offerors-Commercial Items, applies to this
acquisition. Offerors are to include a completed copy of the provisions
at 52.212-3, "Offeror Representations and Certifications Commercial
Items" with the proposal. The clause at 52.212-4, "Contract Terms and
Conditions Commercial Items" and the clause at 52.212-5, "Contract
Terms and Conditions Required to Implement statues or Executive
Order-Commercial Items", applies to this acquisition. The SIC code for
this acquisition is 7379. Award will be made on an aggregate basis to
the lowest priced, technically acceptable offer. Contractorproposals
should include a detail cost proposal citing all direct and indirect
costs including a detailed bill of materials, technical proposal
addressing the Recommendation/Configuration Plan and evaluation factors
and a detailed listing of similar Government contracts with points of
contact and phone numbers. All questions regarding this solicitation
must be submitted in writing and must reference the solicitation
number. All Proposals must be received in this office by 12:00 p.m. EST
on 21 May 99, addressed to the Attention of Ms. Shirley Alexander and
reference the solicitation. All proposals shall include the following
Contractor Identification Numbers: (1) Commercial and Government Entity
(CAGE) Code; (2) Data Universal Numbering Systems (DUNS); and (3)
Taxpayer Identification Number (TIN). Questions or comments regarding
