solicits comments on the draft solicitation posted to the Internet
sites on or about 30 April 1999. The draft solicitation will be posted
on the NDRSMP Internet site at http://ndsmp.spawar.navy.mil and on
GSA_s Electronic Posting System (EPS) at http://www.eps.gov under EPS
for Vendors. It is the offeror_s responsibility to routinely monitor
these sites and/or the CBD for the release of the draft solicitation.
Interested parties are strongly encouraged to familiarize themselves
with features of the EPS including its Acquisition Notification
service. Potential offerors are responsible for downloading their own
copy of the draft solicitation. If you encounter problems downloading
the document from EPS, please email Pamela Hartman at
phartman@comdt.uscg.mil. If you encounter any problems downloading the
document from the NDRSMP Internet site, please email Mary Small at
msmall@comdt.uscg.mil. The USCG strongly encourages interested parties
to submit substantive comments on the draft solicitation. The comments
shall be submitted no later than 30 June 1999. Industry comments will
be fully considered in preparation of the final Request for Proposal.
The USCG will not provide individual responses. The objective of this
acquisition is to modernize and upgrade the National Distress System
(NDS). The primary functions of the NDS are to: (1) allow the USCG to
receive maritime distress and emergency response alerts, (2) coordinate
Search and Rescue operations, and (3) communicate with mariners. The
secondary function of the NDS is to allow command and control (C2) of
responding facilities for all operational missions that occur in
coastal and inland waterway areas. The USCG requests that no general
telephone or email inquiries be made to the Contracting Officer or any
USCG employee. Interested firms are encouraged to read the project
documents already posted on the NDRSMP Internet site. Comments on the
draft solicitation may be transmitted to Mary Small, Contracting
