The Army will award a Firm-Fixed-Price (FFP) contract as a result of this RFP. Items shall be delivered to the U.S. Army Soldier and Biological Chemical Command, Warehouse 20, ATTN: PM Force Provider, Kansas Street, Natick, MA 01760. Delivery shall be F.O.B. destination; the shipping costs will be borne by the contractor. Inspection and acceptance shall be at destination by the cognizant receiving authority. Delivery is required 14 days after award. Early delivery is acceptable. Failure to submit any of the following information may result in rejection of the offeror's entire proposal. If an "or equal" component is proposed, evidence must be provided so that the government can make a determination of technical acceptability. The offerors' proposals will be evaluated on the basis of technically acceptable, low price. All listed components must be interlocking, compatible with each other and provide a watertight seal. Offerors shall provide catalog-pricing sheets corresponding to the CLINs shown above as a part of their proposal package. The resulting contract will be awarded on a "best value" basis; the Government reserves the right to award a contract to other than the lowest priced offeror if the other parts of an offeror's proposal warrant it. In addition to the information above, all proposals shall be in compliance with FAR 52.212-1 except for references to SF Form 1449 which is not required; and, offerors must provide a completed copy of the provisions FAR 52.212-3 and DFARS 252.212-7000 with their offer.
