The Navy requires one each Installation Deployable Automated Security System (IDASS). A test and evaluation plan for the Marine Corps to evaluate security system components is being prepared. The prototype system components to be procured will be used to evaluate and refine the test and evaluation plan. Specifically, the Navy will assess the ability to establish an operable portable security system utilizing average security force personnel, determine the capability of the system components to detect valid intrusions, alert security force personnel to valid intrusions, and provide radio frequency linked information to a centralized security command post. This requirement is being solicited on a sole-source basis from MCQ Associates, Inc., 1551 Forbes St., Fredericksburg, VA 22405 due to a previous sources sought synopsis announcement and market research determining this company to be the only source capable of providing a commercial-off-the-shelf, portable system meeting the Navy's operational requirements. Delivery is F.O.B. NSWC Crane within 30 days after contract award. It is anticipated that a fixed priced purchase order will be awarded using Simplified Acquisition Procedures (SAP). No formal Request for Quote will be issued. This procurement is exclusively reserved for Small Business Concerns in accordance with FAR 52.219-6; the applicable Standard Industrial Classification is 7382 and the size standard is sales not to exceed $9.0 mil per year.
