synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB960048 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
The standard industrial classification (SIC) Code is 3823.
SPECIFICATIONS: The Contractor shall furnish the necessary labor,
material, equipment, packing, shipping, and insurance as necessary for
this requirement. This instrument will be used as a check standard for
measuring the frost/dewpoint temperature of two of NIST's working
standard humidity generators. The operating range of the CMH shall be
-95 Degrees Celsius to 20 Degrees Celsius in frost/dewpoint
temperature. The CMH mirror temperature shall be actively controlled
using thermoelectric (Peltier) coolers activated by a servo-loop. This
mirror shall be composed of a gold-plated rhodium substrate and
equipped with two calibratable 100 Ohm platinum resistance
thermometers, and one of these resistance thermometers must be
measurable using an external AC bridge. The CMH shall be equipped with
both analog and digital outputs (RS-232) and a digital display. The
device requires a flow meter in the range 20 L/hr to 60 L/hr, a gas
pump and all-electropolished stainless steel 316L tubing. For operation
at low temperatures, below or nearly equal to -70 Degrees Celsius, the
response time of the instrument shall not be rate-limited by ice
formation from the sample gas. Instead, a system for seeding the
formation of an ice layer on the mirror and hence reducing the response
time (with respect to passive systems) by a factor of 10-15 is
required. The offeror shall include the same warranty terms offered to
the general public in customary commercial practices. Requested
delivery is 16 weeks from date of award. Delivery shall be FOB
Destination. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. FAR provision 52.212-2,
Evaluation -- Commercial Items applies with the following specific
evaluation criteria: (i) technical capability to meet the Government
requirement; and, (ii) past performance. Evaluation of the specific
evaluation criteria will be based on information submitted in response
to this RFQ. It is recommended that information be included which
demonstrates that the instrument to be provided meet all the
requirements identified in this combined synopsis/solicitation. In
addition, past performance will be evaluated (include contact points,
telephone numbers, and a description of the items). Information which
merely offers to furnish an item in accordance with the requirements of
the Government or does not address a requirement contained herein will
be evaluated based on this information or lack of information. All
responsible vendors may submit a quotation which shall be considered by
the agency. Offerors are cautioned to submit quotes on the most
favorable basis, since the Government may elect to make an award
without further discussions or negotiations. Award is anticipated to be
made within 30 days after receipt of quotes; and to the offeror
submitting the best value to the government. The clause at 52.212-4,
Contract Terms and conditions-Commercial Items, applies to this
acquisition. FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR

responding to this RFQ shall submit prices for all requested items,
demonstrate the capability of providing the instrument required by
