The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis with Merinov Enterprises to provide 27 sets of ferrite standards (cast of stainless steel) that will be certified through magnetic measurements at NIST. The specimens are machined from special, cylindrically chill-cast rings of various compositions. The chill castings produce a very fine, uniform microstructure. The magnetic measurements will be made on a face normal to the solidification direction. NIST will assign a ferrite number (FN) to each specimen following the procedure of AWS Standard A4.2-91 "Standard Procedures for Calibrating Magnetic Instruments to Measure the Delta Ferrite Content of Austenitic and Duplex Austenitic-Ferritic Stainless Steel Weld Metal." The set of specimens covers a range of FN, and will be sold in sets. The set for the low range consists of 8 specimens distributed over the range of 0 to 30 FN, and the set for the high range ferrite content consists of 8 specimens distributed over the range of 30 to 100 FN. It is not the intent of the Government to issue a separate solicitation for this requirement. Interested sources proposing to supply an equivalent item must submit a written qualification statement by fax, clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. In the absence of other qualified sources, it is the intent of the government to negotiate a sole source contract under the authority of 41 U.S.C. 253 (c) (1) with Merinov Enterprises, ak. Anochina str. 38-2-261, 117602 Moscow, Russia as this source is considered to be the only known qualified source which will satisfy agency requirements.
