The US Coast Guard Research & Development Center, Groton CT is seeking possible sources able to provide Helitorch Services for the Coast Guard Exercises in Galveston Texas. The vendor will be required to provide all labor, materials and equipment necessary to operate a helitorch for aerial ignition services during coastal oil spill exercises. Exercises will take place in Oct 1999 and April 2000, three miles off the coast of Galveston Island Texas. The purpose is to test the effectiveness of using a helitorch during an oil spill clean up scenario where the oil will be removed from the water surface by burning if off. The vendor must be able to provide a full turnkey operation which will include the helicopter and crew, the helitorch and accessories, fuel, fuel mixing equipment, all logistical arrangements and any other helitorch requirements. All helitorch operations and personnel qualifications must meet the applicable safety and training requirements listed in the Dept. Of Interior's Interagency Aerial Ignition Guide. Note: The Department of Interior Office of Aircraft Services, "MAY" be able to provide pilot training, helicopter certification and the actual helitorch for use during the exercises for contractors without helitorch experiences.
