A -- Long Term Ecological Consequences: All Weather Assessment -- This effort will include but not be limited to the development of models which describe the 1) mobility, dose modification, and spatial distribution of radionuclides through the ecosphere, 2) models which describe the impact of urban dust loads and fires, including the interaction of fires with nuclear clouds, on the environment, 3) the incorporation of the developed models into at least one of the DTRA suite of desktop consequence assessment tools. Contemplated period of performance is thirty-six (36) months. DTRA plans to award a sole source contract to the Eastwind Research Corporation (ERC), Post Office Box 13081, Belmont Shore, California 90803-8081. DTRA believes that ERC is the only source able to fill this requirement because they possess an unique combination of skill and experience which identifies itself as solely capable of executing the required tasks under this effort. With the use of their technical capabilities and codes in the areas of weapon-environment hydrology, path analyses connecting weapon effects to ecological damage and societal impacts, nuclear fires, urban dust generation, and smoke-target characteristics, ERC has developed an unique capability to analyze the environmental consequences of conflict.
