United States Environmental Protection Agency, intends to negotiate
with Research Triangle Institute for Technical Review & guidance RE:
RCRA Organic Air Emission Stds. The objective of this work assignment
is to gain the resources of the original contract developer of the
EPA's RCRA Organic Air Emission Standards to provide background
information and develop white papers addressing implementation issues
relating to: 1. The overlap of authority between the Clean Air Act
(CAA) and the Resoure Conservation & Recovery Act (RCRA) and
determining when and which Act has the authority and responsibility for
unit specific implementation of fugitive organic air emissions
standards at facilities which are jointly regulated under the CAA and
RCRA; 2. The correct methord of conservation vent/pressure relief valve
pressure set point calculation in accordance with RCRA Subpart CC; 3.
The appropriate safeguards and considerations for using carbon
adsorbers or beds for control of fugitive organic air emissions. SCOPE
OF WORK Task 1. Work Plan Preparation and Work Assignment Management.
This task includes all management and administrative functions
necessary to complete the work assignment. A work assignment work plan
will be prepared and revised as necessary. Within 10 days of award of
this work assignment, the contractor will submit a proposed work plan
and budget to include OE and cost estimates to complete all tasks.
This task includes all communication with EPA Project Manager necessary
for EPA to ensure the assignment is progressing to an acceptable
product. The contractor will also submit monthly progress reports and
oversee task/work assignment completion. Task 2. The contractor will
review the information basis on which the RCRA OAES were developed, and
any additional information necessary to research and draft 2 white
papers clarifying the manufacturers' information, calculation methods,
chemical specific or chemical group characteristics, applicable
regulations, fire protection and prevention codes,standard engineering
practices, and other safe handling considerations of flammable,
ignitable, explosive, reactive or otherwise hazardous materials,
necessary for: 1. Protective and appropriate pressure relief device
pressure set points (i.e. conservation vents, pressure relief valves);
2. Protective and appropriate use of carbon adsorption. Task 3. The
contractor will review the CAA and draft a white paper clarifying RCRA
and CAA applicability, and technical control requirements at
facilities where RCRA and CAA overlap in regard to fugitive organic air
emission control. CONTRACT PERSONNEL Contractor must include with the
work assignment plan the qualifications and position levels of the
staff assigned to successfully complete this work assignment to insure
quality and accuracy. CONFLICT OF INTEREST CERTIFICATION The
contractor must conduct an investigation of potential Conflict of
Interest (COI) of all personnel assigned and certify to the best of
knowledge, no actual or potential organizational or personal conflict
of interest exists in the completion of this work assignment.
CONTRACTOR COMMUNICATIONS The contractor must provide the EPA Project
Manager with regular verbal and monthly written progress reports that
indicate progress, problems encountered, resources expended to date,
and highlight any potential delays or shortfalls. In addition, the
contractor will inform the EPA Project Manager when 75%, and 95% of the
work assignment funds and hours have been expended. Request for
Quotation (RFQ) EPA990014 will be issued for this requirement, the
resulting award will be on a purchase order. Interested parties who
