request for expressions of interest in a requirement of the Chief
Financial Officer of the District of Columbia, on behalf of a D.C.
agency, for a contractor to develop a department-wide Public Assistance
Cost Allocation Plan (PACAP) and an associated Indirect Cost Rate
Proposal (ICRP) for various agencies of the D.C. Department of Health.
The PACAP must comply with the Federal Government's Office of
Management and Budget circular A-87, and the contractor will
participate in its implementation. The requirement calls for a
contractor analysis of funding streams, a comparison of the current
ICRP against new federal guidelines, an evaluation of the potential for
increased direct charging, and an evaluation of the capability to
support increased automation. The ICRP portion requires the development
by the contractor of new indirect cost rates, identification and
development of the means to insure maximum prospective recovery of
indirect costs through Federally funded programs, and means to make
equitable distribution of central service costs to operating
departments. The contractor is to also assist in negotiating final
approval of the revised PACAP and the indirect cost rates with the
Federal Department of Health and Human Services, to which the proposals
must be submitted. Also required is the development of a Random Moment
Sample and the provision of associated training for its
implementation. The solicitation, once issued (ca. mid May) will be
distributed to firms i) who establish that one of their normal lines of
business is provision of such developmental work on similar health
related proposals for States of the union which also submit PACAPs to
the DHHS, and ii) can show this experience by submitting a copy of a
prior contract (less standard clauses) which they have successfully
