J -- MAINTENANCE OF AGFA PACS/CR SYSTEM SOL RFQ 69d-282-99 DUE 051199 POC Michael Cunningham, Contracting Officer (414) 902-5407 The US Department of Veterans Affairs, Great Lakes Acquisition Center, is planning to negotiate a sole source contract with AGFA Division of Bayer Corporation for maintenance and repair of the AGFA Picture Archiving Computer Systems (PACS)/CR System at the VA Medical Centers in Iron Mountain MI, Milwaukee WI, North Chicago IL and Hines IL for the period 5/15/99 through 5/14/2000, plus four, one-year options to renew. This system enables all four VA Medical Centers to do remote, electronic access of patient imaging studies at all four sites and to do remote diagnosis and electronic transfer of the studies between the four sites. This is considered to be a sole source because the technology is so new and complex, because maintenance manuals have not yet been completed and because of the criticality of the system, which the VA must be able to access 24 hours per day, 7 days per week in order to do patient diagnoses. Due to these factors, only the manufacturer, AGFA, can reasonably be expected to have the necessary expertise to repair and maintain this system.
