COMMERCE BUSINESS DAILY ISSUE OF MAY 3,1999 PSA#2337THE STUDY AND EVALUATION OF THE U.S. DEPARTMENT OF ENERGY'S TECHNOLOGY
TRANSFER POLICIES AND PROCEDURES The Department of Energy (DOE)
announces that it is undertaking a study and evaluation of its
technology transfer policies and procedures. The study is focusing
primarily on Cooperative Research and Development Agreements (CRADAs),
Work-For-Others Agreements, and Licensing of Intellectual Property
undertaken with DOE's Laboratories and Facilities. The purpose of the
study is to identify how well the system is working, identify problem
areas and issues, and to develop improved policies and procedures to
benefit both the DOE's missions and private sector partners. Private
sector companies which have partnered with any of the DOE's
Laboratories or Facilities on the above types of agreements, as well as
those companies which endeavored to enter into such agreements but were
unsuccessful, are encouraged to provide input into this study.
Correspondence should be directed to the address listed below and
should contain a description of the experiences, problems and issues
that were encountered, what worked well and what did not work well, and
any recommendations for improving the system. For maximum benefit,
correspondence should be received prior to June 1, 1999. The study will
also examine past agreements to obtain a better understanding of the
successes and failures, the costs, results and benefits achieved, and
the magnitude of these activities within DOE's overall portfolio of
