The US Army TACOM-ARDEC is seeking potential sources to perform Loading, Assembly and Packing of propelling charges used on the 81mm and 120mm mortar cartridges. The contractor must have the capability to safely store up to 200,000 lbs. Class 1.3 propellant and finished propelling charges. The period of performance is planned to be for a basic year and up to four option years. The basic year requirement is for LAP of 42,800 propelling charges for 81mm mortar cartridges and LAP of 554,782 propelling charges for 120mm mortar cartridges. The option years requirements are ranges of 20,000-60,000 for the M219 propelling charges LAP and 200,000-620,000 for M233/M234 propelling charges LAP. Propellant will be provided as Government Furnished Material (GFM) in the basic year only for the M219 propelling charge LAP. GFM of propellant and increment containers will be provided in the basic year and first option year for the M233/M234 propelling charge LAP. Only propellant will be provided as GFM in the second option year for the M233/M234 propelling charge LAP. Information is requested on facility's capability, capacity and availability to satisfactorily produce the required quantities. Include a description of how propellant and propelling charge weight is controlled throughout the LAP process. Describe the facility's ability to provide environmental control during the manufacturing process and storage. Describe the inspection criteria and process controls.
