synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This is a Request for Quotation
(RFQ). When corresponding, refer to RFQ No. DACW43-99-T-7107. The RFQ
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. SCOPE OF WORK. 1. It is the intent
of the government to purchase or lease (with an option to purchase) a
modular building, which is designed as a radioanalytical laboratory.
2. Contractor shall provide one (1), modular laboratory meeting the
requirements contained herein. Contractor shall be responsible for
delivery of the building to the 9000 block of Latty Avenue in St.
Louis, Missouri. Work shall include design, construction, delivery and
installation of a modular laboratory building. This shall include
utility hookup and testing of HVAC systems, ventilation systems and
power outlets. 3. Priced Option: Site preparation, to include gravel
parking areas, walkways, foundation and utilities. 4. The modular
laboratory shall meet the following requirements and be equipped with
the minimum necessary components as listed below. Additionally, the
Contractor shall demonstrate competence and knowledge of laboratory
design in their proposal. a. GENERAL REQUIREMENTS -- 1) Building Codes:
The building must meet all local building codes -- safety and
structural. The building will be located in St. Louis County, Missouri.
2) Laboratory Dimensions: The building shall be approximately 2000
square feet in size and contain at a minimum, storage areas, sample
preparation areas, an instrument room, administration area, bathrooms,
and a break area. 3) Laboratory Safety Equipment: Appropriate eyewash
stations and deluge showers shall be included. 4) Electric Connection:
Must be capable of running 120volt, 220volt and three phase appliances.
See specific requirements minimum room needs. 5) Laboratory Interior
Wall Covering: Seamless Fiberglass Reinforced Plastic (FRP) .090 thick
shall be glued to a 1/2" backer board. There shall be no surface
fasteners (i.e., screws, rivet bolts, etc.). Seams are only at the
marriage lines and corners. All seams and joints shall be sealed with
premium quality sealant and trimmed. 6) Floor Load: Laboratory floors
shall be sufficient to support loads of approximately 150 pounds per
square foot. The count room area could contain three 2,000- pound each
analytical devices. Administration area floors shall be designed to
meet normal office requirements. 7) Sub-Floor: Laboratory sub- floor
shall be constructed of fiberglass reinforced concrete layers. 8)
Laboratory Floor Covering: The laboratory floor shall be covered with
a three-part epoxy floor coating (not paint). The surface is smooth and
covered to the wall material at least 1" to seal floor to wall
material. Administration area floors will be covered with commercial
grade carpet. 9) Interior/Exterior Doors: All doors and frames shall be
steel and have three hinges with stainless steel hinge pins. Doors
shall have half glass panels. 10) Laboratory Casework: All contour
surfaces shall be painted with epoxy, which is electrostatically bonded
to all surfaces. 11) Laboratory Counter Tops: 1" thick epoxy counter
tops. 12) Fume Hoods: Four (4) 6 foot fume hoods are required. Three
(3) will be used for acid digestion and must be rated for use with
hydrofluoric acid, and one (1) shall be rated for use with
radioisotopes and must have HEPA filtration. Access to the filters must
be a bag-in-bag-out system. If the filter system is roof-mounted,
appropriate safety equipment shall be provided. Access for maintenance
shall be from both the front and sides of the hood. All hood mounted
service fixtures, where provided, shall be pre-plumbed. Hood shall be
of one-piece construction and shall pass through a 33" opening without
disassembly. Fume hoods shall be in accordance with ASHRE Standard
110-95. Manufacturer's warranty against defects in material or
workmanship on its fume hood 1 year from date of installation, shall
include replacement of parts and labor. 13) HVAC Systems: HVAC with
single pass air will be provided for the separations areas designed to
maintain a 68-degree temperature year round when hoods are in
operation. HVAC system for laboratories will be separate from the
office area and count room HVAC system. b. SPECIFIC REQUIREMENTS 1)
Chemistry Area I: One (1) Sink, plumbed to a holding tank; One (1) 6
foot Radioisotope Hood with two (2) 120 volt outlets; One (1) 6 foot
Acid Hood with two (2) 120 volt outlets and one (1) 30 amp service; 20
ft of benches and cabinets (casework); 3-Phase electrical service; 220
volt service (2 outlets); 120 volt service (6 outlets); Eyewash and
safety shower in accordance with ANSI Z358.1. 2) Chemistry Area II: One
(1) Sink, plumbed to a holding tank; Two (2) 6-foot acid digestion
hoods; Require two (2) 120 volt outlets with 30 amp service in each
hood; Natural gas service; Compressed air; 120 volt service (10
outlets) along countertop; 30 ft of benches and cabinets (casework);
Acid and Flammables storage cabinets; Eyewash and safety shower in
accordance with ANSI Z358.1. 3) Sample Receiving Room: Exterior and
interior entrances; 15 ft of bench; 120 service (4 outlets); Secure
interior storage room; Phone line. 4) Count Room: 20 ft Heavy duty
bench 36 inch deep (Must support greater than 800 lbs); Two Desks;
Shelves; Phone line; 8-120 Volt isolated surge protected outlets;
10-120 Volt regular outlets. 5) Administrative Area: Administrative
area does not have to conform to the laboratory area structural
criteria. 2-Small offices; 1-Conference room; 1-Break room; 1-Store
room; Restrooms; 2-Phone lines; 1-Data line; 120 volt service. c.
LABORATORY LAYOUT. The RFQ package will include a sheet indicating a
possible layout of the modular lab. Other configurations will be
considered, however, must contain all of the specified elements.
DELIVERY TIME -- Desired maximum delivery and installation is 60 days
after issuance of order. DELIVERY FOB POINT -- 9000 block of Latty
Avenue, St. Louis, Missouri. The following provisions are applicable to
the procurement: FAR 52.212-1, 52.212-2, 52.212-4, and 52.212-5.
Quotations are requested subject to availability of funds. Quotations
will be evaluated on the basis of Technical Compliance with proposed
features, Past Performance in constructing a similar type of lab, and
