Management Research Laboratory intends to negotiate on a sole source
basis with Sunset Laboratory, Inc. for the procurement of an elemental
organic carbon thermal/optical analyzer the purpose of which is to
determine the amounts of elemental and organic carbon in samples of
particulate matter. A determination of the elemental versus organic
carbon content of fine PM is essential to the chemical characterization
of the PM. A measurement of the organic carbon content serves to guide
the analyst in determining how much sample is required for speciation
of the organic compounds present and how much each internal
quantitation standard is needed. EPA source research indicates Susnset
Laboratory is the only source capable of providing a field tested
instrument that meets the requirements for the determination of
elemental carbon and organic carbon as specified in NIOSH Method 5040
as found in the NIOSH Manual of Analytical Methods, 4th edition, Jan
15, 1998. However, any firm believing itself capable of meeting the
requirements may submit technical documentation to demonstrate its
potential of doing so. Otherwise, EPA will proceed to negotiate with
TSI. This acquisition will be processed under FAR Part 13, Simplified
Acquisition Procedures. The proposed purchase order is for supplies for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302. This notice of intent is not
a request for quotations. An RFQ will not be issued. However, all
quotations received within 15 days after the date of this synopsis will
be considered by the Government. A determination not to compete this
requirement based upon responses to this notice is solely within the
discretion of the Government. Information received will generally be
for the purpose of determining whether to conduct a competitive
