Division, roe.kathleen@epamail.epa.gov. The U.S. EPA intends to
negotiate on a sole source basis with TSI, Inc. for the procurement of
an Electrical Low Pressure Impactor (ELPI) and components. EPA is
involved in a research program to identify and understand the
relationship between respirable particles in the indoor and outdoor
air. Because there are health effects implications of breathing a very
wide range of particle sizes, a measurement instrument is needed that
spans this entire particle size range. The instrument must (1) provide
continuous, real-time readings in the size range between 0.03 and 10
micrometers, (2) have no less than 10 size channels (stages), and (3)
be capable of collecting particles on filters for further analysis
(both gravimetric and chemical). EPA source research indicates TSI is
the only source capable of providing this equipment. However, any firm
believing itself capable of meeting the requirements may submit
technical documentation to demonstrate its potential of doing so.
Otherwise, EPA will proceed to negotiate with TSI. This acquisition
will be processed under FAR Part 13, Simplified Acquisition Procedures.
The proposed purchase order is for supplies for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. This notice of intent is not a request for
quotations. An RFQ will not be issued. However, all quotations received
within 15 days after the publication date of this synopsis will be
considered by the Government. A determination not to compete this
requirement based upon responses to this notice is solely within the
discretion of the Government. Information received will generally be
for the purpose of determining whether to conduct a competitive
