The U.S. EPA, National Risk Management Research Laboratory intends to negotiate with DLR Stuttgart for the procurement of a research report entitled, "Reaction Monitoring of Dioxins: Spectra." The work shall entail the determination of ion profiles and assignment of species and shall result in a report including list of selected target compounds typically measurable in an incinerator by one color REMPI and the recommended wavelengths to continuously monitor them. EPA source research indicates DLR Stuttgart is the only source capable of providing this report, having the neccessary combination of prior field sampling experience with REMPI, experience with determining detection limits of classes of compounds of interest to this scope, technical experience at deconvoluting these data sets for discrete target compound identification, and the instrumental capabilities to selectively and sensitively identify discrete target compounds in combustor flue gas. However, any firm believing itself capable of meetingthe requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with TSI. This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received within 15 days after the date of this synopsis will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
