roe.kathleen@epamail.epa.gov. The U.S. EPA National Risk Management
Research Laboratory intends to negotiate on a sole source basis with
Louisiana State University for the procurement of a research report
entitled, "Reaction Monitoring of Dioxins: Mechanisms." Under the scope
of work, the contractor shall (1) develop a predictive mechanistic
model for formation of individual mono- through octa-chlorinated PCDD/F
congeners from individual chlorophenol congeners, (2) compare the
results of this model with available field data results and develop a
working correlation between chlorphenol concentrations and PCDD/F
concentrations, (3) conduct at least 12 laboratory experiments to
comfirm the model and/or make adjustments to the model, (4) identify
and document additional experiments that may be needed to comfirm the
mechanistic models and the correlations between chlorophenols and
PCDD/Fs, and (5) submit written reports for each task. EPA source
research indicates that Louisiana State University is the only source
that has specifically demonstrated the ability to formulate the
chemical mechanisms required. However, any firm believing itself
capable of meeting the requirements may submit technical documentation
to demonstrate its potential of doing so. Otherwise, EPA will proceed
to negotiate with TSI. This acquisition will be processed under FAR
Part 13, Simplified Acquisition Procedures. The proposed purchase order
is for supplies for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302. This
notice of intent is not a request for quotations. An RFQ will not be
issued. However, all quotations received within 15 days after the date
of this synopsis will be considered by the Government. A determination
not to compete this requirement based upon responses to this notice is
solely within the discretion of the Government. Information received
will generally be for the purpose of determining whether to conduct a
