The Bureau of Land Management intends to negotiate on a sole source basis with ERDAS Incorporated. The BLM has a requirement for ERDAS imaging software media and documentation, hardware access keys and key codes, user support, and software revisions and upgrades. ERDAS, Inc. is the developer of the commercial off-the-shelf software originally acquired, under full and open competition, as a key component of the BLM ALMRS/Modernization contract. Licenses for the ERDAS Imagine Professional version have been in use with the BLM since 1994. The Imagine software is designed to be complementary to and interoperable with other spatial data processing software acquired to implement BLM's modernization plan. The ERDAS Imagine Professional software has been certified for full ALMRS system integration after a lengthy testing and certification period. ERDAS is uniquely qualified to perform the required services because this action is a follow-on effort for the continuation of software licensing and support begun under a previous contract, award to another contractor would result in substantial duplication of cost and would result in unacceptable delays in fulfilling the requirements.
