(Sources Sought Notice) Description: Operation and maintenance services
of the primary communications media for long haul circuits within
Japan, primary media for intersite microwave communications within the
Kanto plain, Japan, communications-electronics equipment, and real
property and real property installed equipment, comprising the Air
Force contracted Defense Information Systems Network within Japan. Real
property major equipment will include both US and Japanese manufactured
items. The key element of the scope of work is a 99.5% up time for the
system. Also important is proper upkeep of 18 sites in Japan. Four
sites are currently manned. Technology upgrades will make closure of
some sites an option in the future. In addition to routine maintenance
services, the contractor will be required to perform special and
emergency maintenance services on an as required basis, which will
require various skilled labor such as communications technician, power
generator/equipment technician, mechanic, electrician, carpenter,
painter, mason, metalworker, sewage laborer. The basic contract period
is one year from 1 Apr 2000 to 31 Mar 2001, with two one year options
for a total of 36 months. American and Japanese companies are
solicited. If American companies come to Japan exclusively for DOD
contracts, their workers may receive privileges under the U.S. Japan
Status of Forces Agreement (SOFA). In this case, the America company
may not hire Japanese national employees or subcontractors. Third
country nationals are not normally approved for American companies
under the SOFA. The yearly total amount of the current contract (Option
two) is approximately Y300,000,000. The sites are located as follows:
